The successful management an important and essential role in the life of human societies through its direct influence on all human, economic, social and educational development institutions, and its ability in instilling radical changes in these inst itutions and move them from stillness and recession into a dynamic active state that establishes a materialistic infra structure that reflects the supra-structure such as education, teaching, religion and ethics. For this reason, all the interested countries in development process pay great attention to develop management methods in its central and non-central aspects. In this research will we focus on the role of a successful the central and non-central administration in developing the staff performance in their companies and in developing the production of these companies, and study the central and non-central administration and generalize the best model that serves the matter of the overall development in our country which we need to develop our country in all aspects of overall development s we can achieve an ongoing development.
The leadership plays pivotal role in any organization, where the success and the failure of all resources in organization depends upon. It is the starting point and the end of any organization, whatever its shape. Therefore, it was necessary to focus the studies in the subject of leadership, and leadership traits that should be characterized by it In order to be more effective. Therefore, the goal of this study is to recognize on the preferred leadership traits for Administrators in tourist organization. The questionnaire, which includes 39 traits of leadership, was distributed on 82-administration leader in tourist organizations in Tartous. The analysis has been using the spss program. We arrange the traits from the most preferred to the least preferred, and the results were as follows: The first group includes the first ten traits most favored and its arranged according to their preference from the top to the lowest as follows: take responsibility and experience, Justice, problem solving, efficiency, boldness in decision-making, setting a good example, time management, strength of character, attention to training, guidance. The second group-Vitality activity- Clear style- Honest-Persuasiveness –Good appearance-Respect for others-Planning-Encourage teamwork -Self, Confident –Faithfulness-Enthusiasm-Courageous-Wisdom-Knowledgeable-Exchange views. The third group Independence-change and development- patience- intelligence -the ambition-quiet-devolution of powers-flexibility-affiliation-control and monitoring-beams-humility-human relationships.
This study aimed at identifying the opinion of theTeaching Staff in the Faculty of Education at Damascus University in strategic management Requirements importance, and in the possibility of applying in their Faculty. The sample included 132 Teach ing Staff in the academic year 2010/2011. To achieve the aim of the research a questionnaire included (72) methods, distributed to four areas (general requirements for strategic management, Formulating strategic requirements, application strategic requirements, evaluation strategic requirements).
The decision is one of the administrative functions which the administrative work depends on, as all business, functions and administrative procedures is a decisions taken at various job levels. As it is not limited to a specific category of the a dministrator or a certain level in the organizational structure, it is a work done by superior and subordinate at once. Therefore, this study is concerned identify the impact of the position on the way decision-making among workers in the sports institutions in the Syrian Arab Republic, as well as it addresses the problem of lack of knowledge of the relationship between them. The study sample included 102 of the workers in the sports leaders in the General Sports Federation 39 of them in the position of president, and 63 of them in subordinate position, where the questionnaire was designed and distributed to workers in the sports institutions and the questionnaire were collected by the researcher. The study found the existence of differences between the position of the President are those of the rank subordinate and in favor of the position of President where it was found that the average degree of resolution to President higher than the average degree of resolution of a subordinate.

The administration enjoys discretionary powers in the implementation of its decisions to manage the public utility. These discretionary powers include, but not limited to its power to amend the administrative contract when it considers it is neces sary to achieve the objectives of the public utility. The study aime to clarify the concept of management, its importance, dimensions and requirements for its application in the organization under study, and to clarify the role of applying performance management in achieving success for the organization . The researcher followed the descriptive and analytical approach in her study, and a set of methods, including relying on secondary and primary data through a questionnaire that was designed, and it was distributed to (119) respondents, from which (117) were retrieved, and (110) questionnaires were suitable for analysis, and the research community was made up of a cadre Workers at Tishreen University in Lattakia Governorate (university president, department heads, divisional heads, and employees), and then relied on the SPSS program as a tool for analyzing the available data. The study found a set of results, including: The employee is not involved in planning and goal-making, performance is not linked to opportunities for promotion, and the levels of behavioral competence required in the employee are not determined.
