"Strategic Planning in the Construction Sector: A Proposed Model for the Strategic Plan to Adopt BIM in Syria." Research Summary: Comprehensive strategic planning for the Syrian state is an inevitable necessity to address the catastrophic effects of the war that the country has suffered from, and its effects are still ongoing in light of government incapacity and gross failure that has affected all economic, industrial, and scientific aspects. This is reflected in the global development and knowledge indicators. Therefore, the Syrian state must adopt comprehensive planning concepts and strive to make knowledge its primary destination to create a strong economy and a strong industry ready for the upcoming reconstruction phase. It should adopt modern administrative concepts, cognitive and engineering sciences, and seek to incorporate them into its plans. Building Information Modeling (BIM) modeling may occupy the forefront of these sciences due to its great importance in transferring Syrian engineering work in the construction sector to advanced countries. Therefore, the study presented in its chapters the concepts of comprehensive planning and strategic planning on the one hand, and BIM modeling on the other hand, through analyzing and comparing current strategies to adopt BIM technology and the most important global trends and experiences, and identifying the most important obstacles and challenges that faced it. Then, the current situation of BIM technology was studied and analyzed, exploring the extent of its spread in the Syrian construction industry, with the aim of formulating a framework for integrating BIM modeling technology effectively within the life cycle of engineering projects in Syria, and proposing a strategic plan to adopt BIM in Syria. As a result, the research produced a set of findings throughout its chapters as follows: In chapter two, a model was constructed to integrate government plans that contribute to achieving the BIM plan. This was done through a comprehensive study of planning and strategic planning, as well as an examination of the reality of planning and the various government plans in Syria, which revealed weaknesses in both the planning mechanism and plan implementation mechanisms. In chapter three, a comprehensive study was conducted on the current situation of BIM adoption in Syria, and the problems and difficulties that hinder its implementation. The BIM maturity matrix was applied to companies in both the public and private sectors, revealing weaknesses in both sectors in terms of BIM adoption, despite the private sector's superiority in most areas. Based on this, a SWOT analysis was conducted on the current situation in Syria regarding BIM adoption, which indicated strengths, weaknesses, opportunities, and threats. In chapter four, a proposed framework was developed for implementing the strategic plan for BIM adoption in Syria. This resulted in a roadmap for BIM adoption in Syria from the beginning of 2023 until the end of 2030. In chapter five, the plan was practically applied to a performance management program called BSC DESIGNER, resulting in a strong and robust performance management system for implementing the strategic plan according to a timeline from the beginning of 2023 until the end of 2030. This research is a bold attempt by the researcher to complement various sciences within a comprehensive strategic planning framework. This research aims to reach decision-makers and help put Syria on the global BIM map by translating the plan's vocabulary and goals into practical reality that contributes to shaping the future of the construction industry in Syria. This study recommends coordination and cooperation between decision-makers and stakeholders in the construction sector to implement the proposed BIM adoption strategy through its four axes (policies, technologies, processes, knowledge, and skills) and secure financial support. This paper is an analytical study of tourism plans of China’s Hainan Province and the Syrian coastal region before the Syrian war commenced in 2011. It compares the two types of tourism (in the Mediterranean and the Asia Pacific) and concludes with a n integrated model of successful regional tourism. The focus is on strategic plans of the last two decades and how they facilitate tourism, specifically, how strategic plans can be translated into sustainable tourism development projects in both regions. The strategic plan in the Chinese case considers environmental, economic, institutional, and social characteristics of tourism development, which determines the necessary infrastructure and environment for the further development of tourism. This is contrasted with the absence of such a strategy in the case of Syria. Data were drawn from in-depth interviews, field observations, and document analysis. Qualitative research techniques were used to analyze the available data and to form a detailed description of the past, present, and future potential for tourism in the two regions. The study measures transportation, land use/land cover patterns, tourism and tourism development, urban development, and strategic plans. It applied the lessons learned from Chinese tourism innovations in Hainan to propose an executive plan for sustainable tourism development in the Syrian coastal region once the present war has ended. This requires the active participation of all relevant stakeholders from almost every domain despite differing interests. It further requires improving the integration of three separate developmental factors (social, environmental, and economic) as complementary rather than conflicting elements. أدركت الكثير من الدول المتقدمة أهمية المشروعات الصغيرة، في دعم الاقتصاد الوطني فوضعت لها استراتيجية شاملة لتجعل منها الحجر الأساس في البناء الاقتصادي للبلد. كما أنها أجادت توظيف واستغلال هذه المشروعات في تغذية المشروعات الكبرى بالمنتجات الصغيرة والو سيطة. أما بالنسبة لموضع في سورية فقد عانى الاقتصاد السوري من مشاكل عديدة تمثلت في مجموعة من القضايا الاقتصادية التي شكلت بمجملها مجموع العوائق التي ساهمت في الحد من تحقيق التنمية الاقتصادية والاجتماعية، كان أهمها البطالة بكافة أنواعها، حيث لم يسمح نطاق الإنتاج والأساليب الفنية للإنتاج باستيعاب فائض عرض قوة العمل.
The current research aims to identify the degree of Practicing Strategic Planning of and the degree of the quality assurance level in faculty of education at Tishreen University from the view point of the Teaching Staff Members, and also and to stu dy the relationship between the degree of Practicing Strategic Planning and quality assurance level in it. and to achieve the objectives of this research questionnaires were built, the first about strategic planning included four areas, and consisted (50) items, while the second about quality assurance consisted (20) items; have been applied on sample (72) Teaching Staff Members in faculty of education at Tishreen University during the academic year of (2016 - 2017). Descriptive analytical methodology was used, and Validity of the questionnaire was established though a jury of (7) of the teaching staff at Syrian Universities. Pilot sample consisted of (22) Members, Reliability was established by Cronbach – Alpha Reliability (0.87) to Strategic Planning questionnaire and (0.73) to quality assurance questionnaire.

The aim of the research was to find out the role of strategic planning skills in improving the performance of the general secondary school principals in Damascus. The researcher used the analytical descriptive method. The sample consisted of (80) directors, representing (76.92%) of the original society. (48) divided on four axes related to the subject of the study.
The purpose of this study was to know the impact of strategic planning on raising the performance level of the organization from the point of view of the administrators in Syrian Telecommunications Company, it was used the statistical program (spssv20) for hypotheses testing and analyze of the results of the study sample, which consists of 133 Administrative.
The research aimed to identifying the Opinion of Sample of worker at Tishreen University in the role strategic Planning importance, Crisis Educational Management, also to define the differences in Opinion of Sample to these variable the scientific qualification. To achieve the objectives of this research, questionnaire has included the role of Strategic Planning in Crisis Educational Management consisted of (52) items, has been applied during the academic year of (2015 - 2016) on sample (278) members, The present research used the descriptive analytical approach. Validity of the questionnaire was established though a jury of (7) of the teaching staff of educational at Damascus and Tishreen. The final results showed that the role of Strategic Planning in Crisis Educational Management were middle degree. In fact there are no found differences between the sample answers, about the strategic Planning importance, and their role in Crisis Educational Management according to variable the scientific qualification. The Research presented suggestions concerning of to adopt strategic planning as a tool for changing and developing administrative work and specialized workshops in strategic Planning.
This study focuses on the role of strategic planning in improving the performance of organizations, taking the Ministry of Higher Education in the Syrian Arab Republic as a model to develop the higher education sector and plan future educational policies in Syria.
