This study focused on the large taxpayers, or senior taxpayers in the tax community,
and how to tax them in accordance with the legislation, given the importance of this
segment for its huge tax revenues for the Public Treasury compared to the rest
of the
taxpayers as well as the importance of the sectors in which this segment operates (banks -
Insurance companies - telecom companies - oil companies). This paper starts by assessing
the concept of large taxpayer, and the characteristics of this segment and international and
the Syrian standards followed in identifying them. The study examines whether the Syrian
tax legislation gave them a special taxation treatment different from the rest of taxpayer
slices, and whether this treatment is actually implemented on the ground in the large
taxpayer unit specified by Resolution No. 2428, dated / 23/8/2006. In order to achieve this
goal, the researcher designed a questionnaire composed of 20 questions distributed to a
sample comprised of a number of unit staff large taxpayers in Damascus, as well as a
number of senior taxpayers (persons- person companies –capital companies). The study
found that the Syrian tax legislation has singled out this group by rules distinct from the
rest of the taxpayer segments. However, this special treatment has been applied in part and
did not apply fully on the ground. The study also offers a set of recommendations that
could help both the tax administration and scholars in Syria.
The public administrationenjoys in the exercise of its functions exhibition, many of
the privileges which the discretionary power, which constitutes the spirit and essence of
public administration, where the effectiveness of the administrative syst

administration, this power in order to take into account the varying and changing
conditions in order to achieve the common good. And exhibits legislator while giving
management the authority of certain one of two methods: it is either to determine the
conditions and controls that management should follow when direct competence, authority
shall be restricted in this case, and their work is limited to the application of the law to
cases that meet the requirements of this application. Or be left to the management
discretion to decide voluntarily, so have the power to estimate the time and how to engage
in appropriate terms of reference and powers directly without restrictions.
It is useful to say here that the judicial control over the administration's actions were not all
on one level, but it is expanding and narrowing according corner which operates the judge
supervision, vimta administrative judge supervision and wide in the field of restricted
Chiefs of the administrative decision, while supervision narrowed somewhat in the field of
Staff discretion, discretion order not to turn into a bad action threatens the rights and
freedoms of individuals, it has expanded the administrative control of the elimination of
appropriate management decisions scale, through the adoption of advanced theories
represented in my theory wrong Albin and the balance between the benefits and damages.
As a result of research, one can conclude that there are many differences between the attitudes of teachers in the suburb and the city towards school management. The relationship between school managers and teachers in the suburb is so friendly and w
armly than the relationship between them in the city. This will definitely affect the attitudes of teachers toward the school administration. There are also many differences between the attitudes of male and female teachers and towards the school administration, because women always tend to do their best, but sometimes her thoughts don't accord with the school manger's thoughts. This will in turn create a gap between their thoughts and points of view. As a result, female teachers' attitude toward the school administration will be affected. As we know the school administration has a significant impact on activating the role of teachers, as it will always stand behind any failure or success. It represents the educational goals and policy and has the responsibility of translating them to real work. School mangers with strong personality have the power to positively affecttheir teachers. They also play a seminal rolein achieving the main goals of their schools. So, the success of the school depends on the way it is managed, and the general system of any school is related with the quality of the manger and the way the school is being managed.
