Achieving the intended purpose of the local administration requires carful selection of the elements assigned to work in local units, which requires that those elements are aware of local reality and have sufficient technical expertise. In the cont ext of the inability of the method used in forming local councils to achieve the objectives of local administration, the jurisprudence and legislation differ in determining the method to be followed within the priority of those objectives and within the political ،economic ،and social reality in each country. Where some systems tend to adopt the election in selecting the members of local councils , while others tend to adopt the method of appointing or the combination of (election and appointing) methods in order to take the advantages of both methods . But, it is the need and desire of prevailing legal system and the possibilities available , that determine the method to be adopted.
Rhodotorula yeast was isolated from various local sources. Fifty isolates were collected during the years 2012-2013 where 13 were isolated from soil, 23 from tree leaves and 14 from food. The isolates AUX system. Were classified into three Rhodoto rula species: R. mucilaginosa, R. glutinis and R. minuta with 76%, 20% and 4% respectively using API 20c. Six methods were applied in breaking down the yeast cells and extracting the carotenoids. It was shown the quantity of carotenoides extracted with the modified method by adding DMSO to the yeast biomass and incubating for 24 hrs at 4˚C yielded in higher quantities when compared with the other five methods. All isolates were able to produce carotenoides but they varied in their efficiency where the isolate A24 (R.mucilaginosa) isolated from food was distinguished by its high level of production which reached 658.23 μg/g dry weight compared with the others.
This research outlines the legal regulations for this kind of pollution in Iraq, Egypt and Syria by defining pesticides, their source and harmful effects on humans and the environment; and then outlining the laws that control it in the above-menti oned countries which put preventive and punitive measures to protect air from pollution by pesticides to ensure the best level of protection of public health; one of the aims of administrative regulations for the protection of the environment. It also presents applicable suggestions and recommendations that help any one who aims at reaching good management of pesticides and a clean environment.
The research aimed to identify the microfinance difficulties faced by the beneficiaries of the financing of the National Microfinance Institution and its impact on the target group in terms of improving living conditions, encouraging individual ini tiatives and increasing employment opportunities. The research was based on the descriptive approach. A random sample of 200 beneficiaries The researcher excluded (9) questionnaires for lack of validity for the statistical analysis, thus the number of remaining questionnaires valid for analysis (178) was identified, with a response rate of (89%). . The study found a number of results, the most important of which are: The beneficiaries of the financing of the National Microfinance Institution face funding difficulties at the start of the project. The loan interest is very high, the loan ratio is low compared to the size of the loan required, Scheduling, routine and administrative procedures when submitting a loan application, the long period of time to obtain approval for a loan application, insufficient repayment periods, and tightening of the guarantee application. The results showed that the funding provided by the National Microfinance Institution did not play the required role in improving the standard of living, encouraging individual initiatives and increasing employment opportunities.
In previous years, the Government depended on deficit financing system, which inflame the inflation in Syrian economy. In view of negative results which result from that, We -in our research- have put an frame to determinate all financing alternat ives otherwise deficit financing system. Looking for alternatives to finance development process, on the first side decreases the load on public budget, as it decreases the using of foreign loans, or withdraw the money from the central bank (deficit financing),and on the other side it attains the partnership principle with the privet sector in financing the development process in the country. We demonstrate the position of traditional and islamic economy from using deficit financing system, and illustration the deferent available alternatives of financing, and their positives and negatives, and which we recommend to reliance on to financing development process.
