This study explore the various geographical elements and resources of the cananean kingdom of Ugarit (mountains, costal strips, plains, river valley, climate, etc), and its exploitation by the ugaritic man, as a diversified economic and cultural resources, which had a great impact on the prosperity and identity of the kingdom. Has played an important role in the growth of Chinese soft power in general and in China in particular. The research pointed to the role of Confucius Institutes in expanding the culture of people from China and encouraging them to visit China and establish business there. However, China's progress in developing its soft resources, it has challenged by the resource (government policies) that China has failed to develop and to reach for European’s people and other in developed nations. The research concluded that it is important to strengthen China's government policies. This has challenged it to reach the minds of the peoples of the European world, and to increase the importance of the new media in introducing China's culture and culture.
The public loan is one source of the state’s public revenues, and it does not happen regularly. The state usually resorts to this source in two cases: The first case: When taxes reach the maximum degree, in other words, the taxation power is exha usted. In this situation, the state is not allowed to impose more taxes otherwise this will lead to dangerous economic effects. The second case: When taxes do not reach the maximum degree, but imposing them can lead to violent reaction by taxpayers. Therefore, the public loan constitutes an effective method in the hands of the state to collect the savings that the taxes cannot obtain.
