تمثِّل ظاهرة الفساد الإداري ظاهرة عالمية شديدة الانتشار ذات جذور عميقة تأخذ أبعاداً واسعة تتداخل فيها عوامل مختلفة يصعب التمييز بينها، و تختلف درجة شموليتها من مجتمع إلى آخر. كما أنَّ الآثار المدمِّرة و النتائج السلبية لتفشِّي هذه الظاهرة تطال كل مقوِّمات الحياة لعموم أبناء الشعب، فتهدر الثروات و تعرقل أداء المسؤوليات و إنجاز الوظائف و الخدمات. هذا يعني أن ظاهرة الفساد تشكِّل منظومة تخريب و إفساد و تأخير في عملية البناء و التقدُّم ليس على المستوى الإداري و المالي فقط، بل في الحقل السياسي و الاقتصادي و الاجتماعي و الثقافي. مما يحتِّم إنشاء نظام رقابي فعَّال مستقل مهمَّته الإشراف و متابعة الممارسات التي تتم من قبل الوزراء و الموظَّفين العاملين في كل وزارة و مؤسَّسة. من هنا جاء هذا البحث للوقوف على دور الرقابة الإدارية في مكافحة الفساد في الشركات الصناعية في سورية (و كمثال عن هذه الشركات تمَّ تطبيق البحث على شركة طرطوس لصناعة الإسمنت و مواد البناء) من جهة و لتقييم أهم المسبِّبات الرئيسة للفساد و هي الضعف و القصور في الإجراءات و العمليات الرقابية من جهة ثانية. حيث تطرَّقت الباحثة إلى مفهوم الرقابة الإدارية و أهميّتها، و إلى ظاهرة الفساد الإداري و مسبِّباتها، و كيفيَّة التصدِّي لها، بالإضافة إلى أهميَّة الرقابة في مكافحة الفساد. كما توصَّلت الباحثة في نهاية هذا البحث إلى مجموعة من الاستنتاجات و أهمّها: لا تنسجم أساليب الرقابة الإدارية المستخدمة في شركة طرطوس لصناعة الإسمنت و مواد البناء مع الأساليب الكمية الحديثة و وسائل الرقابة التحليلية المتناغمة مع التطورات التكنولوجية و ثورة المعلوماتية. في نهاية البحث تقدَّمت الباحثة بمجموعة من المقترحات و التوصيات و كان أهمُّها: ضرورة معالجة العوامل التي تساهم في تدنِّي مستوى الرقابة، و المتمثِّلة في ضعف التخطيط الفعَّال لإجراءات الرقابة، و غياب المساءلة و العدالة التي يمكن أن تكون سبباً في انتشار الفساد.
The administrative corruption phenomenon is global and is widely and deeplyrooted that takes a broad dimensions with various factors that are difficult to distinguish between them. The degree of coverage varies from one society to another. The devastating effects and consequences of this phenomenon affects all life of all people, wastes resourcesand impede the fulfillment of responsibilities, functions and services, and thus constitute a system of sabotage and delay in construction and development process, not on the administrative and financial levels, but also political, economic, social and cultural levels, necessitating an effective independent regulatory system controls and follows-up practices of Ministers and officials in all ministries and institutions. Hence this research examines the role of administrative control in the fight against corruption in Syria industry companies (example about this companies Tartous companyfor Cement And Building materials Industry)in side and to evaluate the most important causes of corruption and the weakness and shortcomings in the regulatory procedures and processes in other side. The researcher addressed the concept of administrative supervision and its importance to the phenomenon of corruption and its causes, and how to address them, as well as the importance of control in the fight against corruption. The researcher concluded at the end of this research to a group of important conclusions: there are differences between control methods which have used tocombat corruption in Tartous Companyfor Cement And Building materials Industry, and the modern quantity methods and modern analyses control methods. In the end the researcher put forward a set of proposals and recommendations, including: the need to address the factors that contribute to the low level of control, and poor planning for effective control procedures, and lack of accountability and justice that could be the cause of corruption.

The weigh feeders constitute an essential part of any production facility, where its
control and supervision system is one of the important things that should be characterized
by precision and reliability.
From this research we will try to develop
the unreliable control and supervision
system of the weigh feeders in mills of raw materials department in Tartous cement and
building materials company. The work Will focus on trying to avoid errors and problems
that the old control system suffered in order to reach the best possible performance of
weigh feeders, facilitate maintenance process and reveal the problems as they happen by
proposing controlled weigh feeders by programmable logical controllers from SIEMENS
corporation with processor (CPU 315-2 PN / DP), and design supervision and collection
data system using software (WINCC Flexible sp3 2008).
We'll apply the steps of the study practical on the weigh feeder of mill of raw
materials, and we will conduct the necessary tests to ensure the validity and accuracy of the
new control system, therefore the range of reliability.

The sample of the research is a soft sample of (200) administrative workers, the
questionnaires were distributed to them, 177 (complete questionnaire) (88.5%). The results
showed that there is a strong and inverse relation between the commitment to transparency
and the reduction of administrative corruption in the company under study. 77.9% of the
variation in the reduction of administrative corruption is explained by the commitment to
