Achieving the intended purpose of the local administration requires carful selection of the elements assigned to work in local units, which requires that those elements are aware of local reality and have sufficient technical expertise. In the context of the inability of the method used in forming local councils to achieve the objectives of local administration, the jurisprudence and legislation differ in determining the method to be followed within the priority of those objectives and within the political ،economic ،and social reality in each country. Where some systems tend to adopt the election in selecting the members of local councils , while others tend to adopt the method of appointing or the combination of (election and appointing) methods in order to take the advantages of both methods . But, it is the need and desire of prevailing legal system and the possibilities available , that determine the method to be adopted.

The popular participation is one of the main pillars of the local development process, as it allows the opportunity for various community groups to contribute to the preparation, management and implementation of development plans in line with their needs and aspirations, and it has a positive role in making success of development projects in a sustainable manner, so as to ensure the achievement of the comprehensive national development objectives. A real and effective participation requires adoption of sustainable enablement principle to build the public capacity, and to devote the human potential and efforts of local communities. In this context, the research presents a study of the concept of popular participation and its importance in local development, and it identifies the methods and levels of participation in the development process, its conditions, requirements and principles, as classifies levels and forms of popular participation during the phases of local development; in addition to presenting challenges of the participation in the local development processes. The research deals with an analysis of one of global experiences that applies sustainable enablement principle, to enhance the contribution of the community in achieving sustainable development of the local urban environment, in order to conclude the most important phases and criteria for sustainable enablement. The research concludes to a number of conclusions and recommendations aspires to promote the important role of public participation in local development, by creating mechanisms which could be used to activate participation at the level of local administrative units, and exploring the practical application way for enabling communities in all stages of the local development process, in order to provide different domains for popular participation in most important development issues.
Local administration units work to formulate their economic, social and development policies that are compatible with the interests and demands of their communities, In order for these units to function and achieve their policy objectives, they nee d to manage their financial resources efficiently in order to avoid waste and prevent financial deficits that adversely affect their functions and sustainability. As a result, local finance is increasingly important in local management studies The aim of this study is to study the financing of the local administration units in Syria and Egypt, We will discuss the definition of the Syrian and Egyptian legislators for these units and their consideration, Then we will examine the revenues of these units at all levels in detail, indicating the sources of this funding and details of all relevant legislations and laws, The study provides some recommendations to enhance the revenues of local units and to organize their financial and legal affairs in a precise and effective manner, allowing these units to carry out their tasks effectively and in full Policies.
This paper reviews the obstacles that hinder the application of Six Sigma strategy in the services sector specially the case under study. The most common obstacles, to application of Six Sigma strategy, has been identified depending on the referen ce study, then a questionnaire was designed to determine the likelihood occurrence of obstacles and the degree of its importance where the disability level identified by integrating the standard probability and the expected importance, later another questionnaire was designed to determine the possible procedures that could avoid obstacles to be able to apply the Six Sigma strategy.
20 local and introduced varieties of pear grown in Sweida during 2007 to 2010 were assessed in terms of flowering time, maturity time, accurate morphological characterization for shoots, leaves, flowers and fruits and fruit chemical analysis (tota l soluble solids, total sugar and tetratable acidity) as well as to determine firmness of fruit flesh and tree yield. Results showed that flowering time was at mid April in most varieties, and the varieties were divided into three groups according to their mature date: early varieties maturated during July, mid varieties maturated during August and late varieties maturated during September. However, A variety of Conference was required artificial ripening.
Certain types of classification problems may be performed at multiple levels of granularity; for example, we might want to know the sentiment polarity of a document or a sentence, or a phrase. Often, the prediction at a greater-context (e.g., sentenc es or paragraphs) may be informative for a more localized prediction at a smaller semantic unit (e.g., words or phrases). However, directly inferring the most salient local features from the global prediction may overlook the semantics of this relationship. This work argues that inference along the contraposition relationship of the local prediction and the corresponding global prediction makes an inference framework that is more accurate and robust to noise. We show how this contraposition framework can be implemented as a transfer function that rewrites a greater-context from one class to another and demonstrate how an appropriate transfer function can be trained from a noisy user-generated corpus. The experimental results validate our insight that the proposed contrapositive framework outperforms the alternative approaches on resource-constrained problem domains.
