In previous years, the Government depended on deficit financing system, which inflame the inflation in Syrian economy. In view of negative results which result from that, We -in our research- have put an frame to determinate all financing alternatives otherwise deficit financing system. Looking for alternatives to finance development process, on the first side decreases the load on public budget, as it decreases the using of foreign loans, or withdraw the money from the central bank (deficit financing),and on the other side it attains the partnership principle with the privet sector in financing the development process in the country. We demonstrate the position of traditional and islamic economy from using deficit financing system, and illustration the deferent available alternatives of financing, and their positives and negatives, and which we recommend to reliance on to financing development process.

This study deals with the most important manifestations of social underdevelopment in Syria and its impact on hindering the process of the comprehensive development of society. It is based on the need to eliminate the various aspects of social unde rdevelopment as a way to achieve social development in Syria and in various fields. The study deals with two main aspects: The decline in the level of education or illiteracy, the decline in the level of health, malnutrition, unemployment .... The second deals with the requirements for achieving development and thus eliminate the manifestations of social underdevelopment in Syria, through the development of development plans to get rid of these A phenomenon that we have mentioned, such as poverty In conclusion, several proposals were presented in order to contribute to achieving the objective of the study to eliminate the social underdevelopment prevalent in Syria as a way to achieve social development in various fields and to improve the Syrian society and transfer it to the ranks of the developed countries.
The banking credit is the funding source of all economic sectors; it's one of the most important services provided by banks. This paper highlights the role of bank credit provided by traditional private banks operating in Syria in financing the in dustrial sector. To achieve the purpose of the study, the sample collected consists of 11 commercial banks. The study period extended from 2006 to 2011. The study data is primarily collected from the financial statements of the banks studied. For the purpose of the study, a Panel Data Model, the pooled regression model, was used for data analysis. The data were analyzed based on statistical program Eviews7. The production function was used to examine the relationship between the banking credit provided by traditional private banks to industrial sector and GDP for the sector function. Results of the study showed that the banking credit provided by traditional private banks positively affects the GDP of the industrial sector in Syria. Results of the study showed that both the capital employed in the industrial sector and the private bank credit positively affect the GDP of the industrial sector in Syria, while the number of employees in the industrial sector negatively affects the GDP of the industrial sector.
Human Development in Syria requires a focus on a set of core priorities most important achievement of equality and social justice , they have sentimental value , and necessary to expand the development potential, as there is continued progress of h uman development with inequality and differences in general or according to the particular type of education , health and income indicators , even if its effects were not visible in the community, Where Syria has made progress in the field of human development during the period 1980-2012 was the HDI index ( 0.147 ), although Syria's interest in education, health and provided to all segments of the Syrian society , however, classified according to the human development index indicators published by the United Nations body medium human development , the ranking countries according to 116/186 , and fell two points according to the ranking of countries according to differences guide by genre 118/186 has reached the overall loss ( 20.4 % ), according to the human development Index average inequality factor in the (education, health , income ) .
This research aims to determine the relationship between external scrutiny and the administrative reform process in the Syrian Telecom Company (Lattakia branch). To achieve this objective, the researcher used a hypothetical-deductive approach to form ulate the hypotheses. (55) questionnaires were distributed to the employees that are under study. (54) questionnaires were retrieved and (49) were valid for analysis. a statistical study was conducted to reveal this relationship. The researcher used the correlation coefficient (Person). The study concluded that there is a significant relationship between external scrutiny mechanism and the management reform process in the Syrian Telecommunications Company, Lattakia branch. This study also reached a set of recommendations and proposals, which would contribute positively in improving the administrative reform
