This research aims to definition the importance of Endowing the the Health concepts to Child of Kindergartens from the view point of the Managers and Teachers in Tartous City, also tries to identify the differences in their opinions based on the following variables: (educational qualification, experience, the functional name). The present research used the descriptive analytical approach. To achieve the object of the research a questionnaire has been included (52) methods, distributed to four areas, then applied to a sample of (254) Kindergarten Managers and Teachers for the academic year 2017/2018. Validity of the questionnaire was established though a jury of (7) of the teaching staff of educational at Tishreen and Tartus Universities. Pilot sample consisted of (36) Kindergarten Managers and Teachers, Reliability was established by Cronbach Alpha Reliability at least (0.944), and (0.983) at Spearman-Brown.

The aims of the research is to design a program based on the

degree of application of kindergarten principals in Jableh city of the Educational accountability
and the level of job satisfaction from the point of teacher's view.
The research recommends:
1- The necessity of the directorate of education to hold training courses and seminars for
the kindergarten principals how to apply the educational accountability in the kindergarten,
and how to raise the level of job satisfaction among the kindergarten staff.
2- Encouraging the kindergarten staff by the kindergarten principals to plan recreational
programs and hold concerts from time to time in order to develop social ties among them.
3- The principals are keen to give the teachers financial incentives to achieve their job
and thus be a catalyst for more work and giving.

The final results showed that the degree of practicing Management by Values of the
Secondary Schools Managers in Lattakia City the from Teachers' point of view, came
middle rated , the result also showed no statistically significance differences in the degree
of practicing Management by Values of the Secondary Schools Managers in Lattakia City
of the sample members' point of view, according to the variables (sex, and scientific and
educational qualification), While there were statistically significance differences due to the
Variable experience, in favor of teachers with experience of more than (10) years. The
research provided some suggestions such as preparing training programs to train
Secondary Schools Managers on Management by Values, also conducting other researches
about applying Management by Values theory at Schools.
