تعاني المباني المدرسية في سوريا من ارتفاع تكاليف عمليات الصيانة بالإضافة إلى غياب منهجية واضحة لتنفيذ هذه الصيانة أو لتقييم مستوى أداء هذه المباني.
يهدف هذا البحث إلى تطوير نظام لتقييم أداء نموذج محدد من المنشآت المدرسية الرسمية ضمن محافظة طرطوس بغية استخدامه في رسم سياسات الصيانة الخاصة بهذه المباني و الاستفادة من التجربة لتعميمها على مبان مدرسية مختلفة في النموذج أو تقع في مناطق أخرى.
تتم عملية التقييم من خلال حساب مؤشر أداء للمنشأة يعبر عن وضعها الحالي ينتج عن تراكب ثلاثة مؤشرات فرعية و هي المؤشر الوظيفي و المؤشر التقني و المؤشر الصحي. لتحقيق ذلك تم تطوير دليل صيانة خاص بهذا النوع من المباني بالإضافة إلى قوائم تقييم لعناصر المنشأة المدرسية من النواحي الثلاثة السابقة، كما تم تطوير استبيانات لحساب أهمية هذه العناصر من النواحي ذاتها.
تم التوصل من خلال البحث إلى النموذج المطلوب لتقييم المباني المدرسية، و استخدم هذا النموذج في حساب مؤشر الأداء لعددٍ من المدارس و تبين نتيجةً لذلك بأن معظم المباني المدرسية ذات مستوى أداء متوسط، و بأن هناك عدداً من العناصر ضمن معظم المدارس لها مستوى أداء منخفض مقارنة بالعناصر الأخرى، و هذه العناصر يجب أن يتم التركيز عليها أثناء تنظيم عمليات صيانة المباني المدرسية.
School buildings in Syria suffer of the high cost of maintenance works. In addition,
there is no fear methodology to organize the maintenance process and evaluate the
performance of these buildings.
This research aims to develop a system for evaluating the performance of school
buildings in the city of Tartous, in order to be used in the maintenance policy for these
buildings and other buildings in other regions.
The evaluating process is executed by calculating a performance indicator, which
defines the state of the building depending on three sub-indicators: functional, technical
and healthiness indicator.
Maintenance manual and evaluating lists were developed to evaluate the components
of school building. In addition, many questionnaires were set to determine the relative
importance for each component of school building.
The improved model was used to calculate the performance indicators for several
schools. As a result, most of these schools were in a moderate situation. Also, the results
clarify that some components have law state comparing to other ones and we should focus
on them in organized maintenance processes.
