This research introduce the public-private partnership (PPP), by determine the difference between the types of PPP contracts, and lighting on the most important experiences of main countries to identify responsibilities of each part of contract. In order to study the possibility of using PPP in Syria, within the crisis since (2011). To afford additional resources of funding, to improve the development process of infrastructure projects, especially projects that related to the energy sector, specifically electricity sector. The electricity sector is one of the most sectors exposed to destruction, and it was the first goal of any sabotage carried out by terrorists. this sector suffering by is more than 430 billion Syrian pounds loses, since the start of the crisis until the end of 2015, and this amount is nominated to rise by the time according to many reasons, one of this reasons is exchange rates fluctuations risk. The amount ofdamages is very huge number, comparison to the size of funds that dedicated by the government to finance investment. On the other hand, there is a serious need to additional resources of funding, to finance the development and rehabilitation process of infrastructure projects. Therefore, could the PPP provide these resources? That is what the research is looking for.

The study aims at shedding light on the concept of Public-Private Partnership (PPP) as an effective, innovative and indispensable strategic tool in managing the developmental crisis in Syria, in addition to indicating the driving reasons for adopting it, the advantages it brings as of converting the opponent and the usual competitor, i.e. the private sector into strong partner and contributor to development and its sustainability.
The banking credit is the funding source of all economic sectors; it's one of the most important services provided by banks. This paper highlights the role of bank credit provided by traditional private banks operating in Syria in financing the in dustrial sector. To achieve the purpose of the study, the sample collected consists of 11 commercial banks. The study period extended from 2006 to 2011. The study data is primarily collected from the financial statements of the banks studied. For the purpose of the study, a Panel Data Model, the pooled regression model, was used for data analysis. The data were analyzed based on statistical program Eviews7. The production function was used to examine the relationship between the banking credit provided by traditional private banks to industrial sector and GDP for the sector function. Results of the study showed that the banking credit provided by traditional private banks positively affects the GDP of the industrial sector in Syria. Results of the study showed that both the capital employed in the industrial sector and the private bank credit positively affect the GDP of the industrial sector in Syria, while the number of employees in the industrial sector negatively affects the GDP of the industrial sector.
The study aimed at evaluating the success of Tartos Port Container Terminal investing by the private sector in promoting its operational and financial performance. The study analyzed the operational and financial indicators for the Container Terminal before and after the entrance of the private sector. The period of the study started from 2004 until 2010 by considering 2007 an intermediate year. The study used the appropriate statistical methods such as t- test and Mann Whitney Test for comparing the performance of the terminal before and after the entrance of the private sector. The study found significant improvement of operational and liquidity indicators and significant decrease of leverage and profitability indicators, and some notable recommendations were the necessary of doing some reforms on the public sector companies which can increase the flexibility and the speed of the decisions making process, and the possibility of relying on privatization and public private partnership to fix some public sector enterprises that became unable to compete with the private sector.
This research Paper includes a realistic vision of the possibility of Depending on (Public-Private-Partnership) (P.P.P) as an effective element of investment in the construction of (Toll Road). The research included a study of the current central road network and plans through the aspirations of the Ministry of Transport in Syria, according to the legitimate and economic trends and that will make the Private sector as a partner in infrastructure projects, including road network in Syria. The essential objective of the research is to complete what was done previously by the Ministry of Transport through (economic feasibility study of highway projects Based on B.O.T system in Syria) and detailed search in the legislative and legal framework, which is expected to be issued to cover the legal side of this mega-project which will be done according to (Public-Private-Partnership) (P.P.P), furthermore it will be the major support to the Syrian economic wheel after the current crises and studying the profits of the proposed project to investment which is a freeway from northern Syria to the south and the other one from eastern Syria to the west, an indication of the results and recommendations display.
The aim of this study is to identify the quality of health services provided in the public sector hospitals in the Syrian Arab Republic. The paper adopts the analytical descriptive approach where the phenomenon or the problem under study is describ ed accurately and expressed quantitatively and qualitatively. The comparison method is used to identify the similarities and differences between the Syrian governorates. The secondary data, available in the local Health Directorate and the Central Library of Statistics, are reviewed. Some of them are selected to present comparisons, in addition to reference to several secondary sources, such as studies and reports related to the study, to evaluate the quality of the provided health services. After analyzing the data, we found that Syria did succeed in improving the health conditions of citizens through the study of statistical indicators related to health. Pertaining to training, it shows the lack of the required level of quality of the offered health services in hospitals at the time that training, especially in this sector to keep abreast of successive global developments and successive which have great impact on the health services quality.
