This research Paper includes a realistic vision of the possibility of Depending on (Public-Private-Partnership) (P.P.P) as an effective element of investment in the construction of (Toll Road). The research included a study of the current central road network and plans through the aspirations of the Ministry of Transport in Syria, according to the legitimate and economic trends and that will make the Private sector as a partner in infrastructure projects, including road network in Syria. The essential objective of the research is to complete what was done previously by the Ministry of Transport through (economic feasibility study of highway projects Based on B.O.T system in Syria) and detailed search in the legislative and legal framework, which is expected to be issued to cover the legal side of this mega-project which will be done according to (Public-Private-Partnership) (P.P.P), furthermore it will be the major support to the Syrian economic wheel after the current crises and studying the profits of the proposed project to investment which is a freeway from northern Syria to the south and the other one from eastern Syria to the west, an indication of the results and recommendations display.

This research paper includes a general study of the possibility of investment in the
Toll Road projects, this starts from previous data of transport system and road network in
Syria with analysis existing data to start the future vision of the targ
et central network of
road in Syria, according to the expectations of traffic volumes and economic trends which
is expected to make Syria the most important transportation node in the region.
The essential objective of the research is to complete what was done by the Ministry
of Transport represented by the public establishment for road communication (PERC) in a
report (economic feasibility study of highway projects Based on B.O.T system in Syria(,
where introduced the Ministry of Transport of those mega-projects to compete under the
name of investment transport projects in accordance with (Public-Private-Partnership)
(P.P.P)
The technical side of the proposed project to investment was displayed and it is a
freeway from northern Syria to the south and the other one from eastern Syria to the west
with the factors affecting the project and evaluate the success or failure depending on the
expected gains with an indication of the results and recommendations display.
This research introduce the public-private partnership (PPP), by determine the
difference between the types of PPP contracts, and lighting on the most important
experiences of main countries to identify responsibilities of each part of contract.

n order to study the possibility of using PPP in Syria, within the crisis since (2011).
To afford additional resources of funding, to improve the development process of
infrastructure projects, especially projects that related to the energy sector, specifically
electricity sector.
The electricity sector is one of the most sectors exposed to destruction, and it was the
first goal of any sabotage carried out by terrorists. this sector suffering by is more than 430
billion Syrian pounds loses, since the start of the crisis until the end of 2015, and this
amount is nominated to rise by the time according to many reasons, one of this reasons is
exchange rates fluctuations risk.
The amount ofdamages is very huge number, comparison to the size of funds that
dedicated by the government to finance investment. On the other hand, there is a serious
need to additional resources of funding, to finance the development and rehabilitation
process of infrastructure projects. Therefore, could the PPP provide these resources? That
is what the research is looking for.
The study aims at shedding light on the concept of Public-Private Partnership (PPP) as an effective, innovative and indispensable strategic tool in managing the developmental crisis in Syria, in addition to indicating the driving reasons for adopting
it, the advantages it brings as of converting the opponent and the usual competitor, i.e. the private sector into strong partner and contributor to development and its sustainability.
The public administration powers means, the legal means
that the administration has in the stage of executing the contract
which would make the contract achieve the purpose for which it was
concluded. When the public administration contracts with
an
individual and becomes a helper, it does not waive nor may it
waive, the rights and privileges of public authority, Enjoy them as
functions exercised under common law.
This search aims to show the legal reality of the housing cooperative
societies in Syria according to legislative decree number 36 in year 2014 , and
what is the important change which this decree was mentioned for
development these societies , an
d to develop its role especially in fixing the
selling of their houses on its record and allowing to their members to sale their
houses, how that decree attempted to ignore the trickeries in regard to selling
the members theirs houses before getting them. The decree allowed to the
procedure but restricted with specific terms in order to get rid of the trickeries,
and finally this search show us some especial suggested solutions to develop
the job of the housing cooperative societies in Syria especially allowing to their
members to sale their houses ,and all that to achieve the aim of housing
cooperative societies in giving the houses to the people who need this service.
