يعتبر البحث العلمي البعد الأساسي في التنمية المستدامة، و له الدور الهام في بناء المشروع القومي النهضوي و هو ليس رافدا للعملية الاقتصادية و الاجتماعية فحسب بل هو في الصميم من نسيجها، لأنه صيغة التقدم التي بها تبنى الأوطان. من كل ما سبق تنبع أهمية الدراسة و التي توصلت إلى أن أسباب التأخر المحلي و العربي في مجال البحث العلمي يعود لعدم توفر المقومات العامة للبحث العلمي و التي يمكن تحديدها بما يلي: أولا: البيئة التمكينية للبحث العلمي و التي تشمل كل ما هو لازم لتنشيط و تطبيق البحث العلمي. ثانيا: العنصر البشري (الباحث) فالمؤهلات و الشهادات لا تكفي لتكوين الباحث، بل يحتاج البحث العلمي إلى بناء قدرات خاصة بالبحث و الى نشر ذهنية البحث العلمي بين العاملين في الوسط العلمي بشكل عام. ثالثا: الدعم المادي اللازم و الذي يعد الركيزة الأساسية للبحث العلمي إلى جانب توفير الطلب على البحث العلمي، و الذي يتطلب توفير النموذج التنموي على مستوى الدولة و الذي يضع في خططه الاعتماد على العلم و التكنولوجيا كأداة للتنمية.
Scientific Research is considered the basic dimension in the sustainable development, and it has the important role in the national upgrading project. It is not just a feeder for the economic and social process, but it is at the core of its texture because it is the formula of progress by which the home countries are built. From all the foregoing comes out the importance of the study which has concluded that the reasons of the local and Arab delay in the field of scientific research are attributed to the non-availability of the general constituents of the scientific research which can be determined by the following : First: The enabling environment of the scientific research that includes all what is necessary to activate and to apply the scientific research. Second: The human element (researcher), since the qualifications and educational degrees are not adequate to make a researcher. However, the scientific research requires the building up of special capacities in research, and also the spread of the scientific research mentality among those working in the scientific medium in general. Third: The necessary material support which is considered the essential foundation of scientific research, in addition to providing the demand on scientific research which requires providing the developmental model at the level of the Country, that includes in its plans the reliance on science and technology as a tool for development.

The research aimed to identifying the relationship between the creative thinking
strategies and enhancing the competitive advantage in Tishreen university. By identifying
the extent of the impact of each dimensions of creative thinking strategies a
nd the methods
used to implement these strategies on the human resource characteristic and distinctive
competencies. The researcher relied on the Deductive Approach and on the descriptive
approach as a general method. She has distributed the questionnaire to 350 people, they are
members of the teaching staff and the heads of section, who work in Tishreen university.
This study has concluded to several results, the most important one was that there were
significant relationship between creative thinking strategies and enhancing the competitive
advantages. But this relationship is weak, because of the weakness of training programs,
especially in the field of creative thinking. The researcher reviewed many important results
at the end of this research, and also presented several proposals and recommendations, and
the most important of it was: the need of the university to conduct training courses for their
employees, especially for development creative thinking skills, and definite their
employees to the important of using creative thinking strategies in their work, in order to
develop their skills and knowledge as the reflect on the develop of their performance, and
enhance the competitive advantages.
Illustrate the importance of integration with local communities and harmony with the orientations of regional planning.

This Research aims to:
· Shed light on various aspects of administrative process re-engineering method
in terms of concept, implementation mechanism and its benefits.
· The need of the Palestinian universities as academy institutions to apply the
reengineering
method.
· Give a clear picture for applying re-engineering method which used to
improve the provided service to beneficiaries, increase its efficiency and to
achieve Total QualityManagement “TQM”.
The goal of research is to identify training needs in the skills of scientific
research to graduate students in the College of Education at the University
of Damascus from the point of view of students. The significance of
differences among a sample search individuals to identify training needs
in the skills of scientific research according to the research variables:
(sex, scientific stage, full-time study).
The individual's characteristics and his/her personal traits affect
his/her behavior, inclinations and performance. Perhaps, the most notable trait is the
capacity of innovationthat contributes to accelerating the development wheel. Due to the
sig
nificance of such topic, the researcher has reviewed the concept of innovation and
innovative capacities by referring to theoretical literature and the previous studies in
connection thereto.
Then researcher has prepared a model for measuring innovative capacities in a
sample of those working in the scientific research unit at Damascus University, who also
represent a chosen elite of researchers in the different fields of science. This was for the
purpose of obtaining more realistic results in the field of measuring the individual's
innovative capacities, and investing and making use of such capacities properly through
applying the internationally adopted criterion, the one suggested as an independent
variable, and the level of innovative capacities in the sample's individuals as a dependant
variable. Thus the most important results concluded are the following:
A statistically significant influence is detected at indication level (0.05) regarding
the quality of scale adopted in measuring the innovative capacities at the level of such
capacities.
The researcher concluded with some recommendations the most important of which
are the following: concentration in choosing the members of the scientific -research units
should be made on those who enjoy high-level innovative capacities, which will
consequently be reflected on the research work, both in behavior and in aspiration.
