This Paper aims to Studying the factors of Quality measurement in information systems applied in telecommunications companies. The study is divided into four main factors; the first factor is time which consists of four sub factors (Timelines, updating, Frequency, and Availability). Second is Form which includes Five sub factors (Clarity, Details, Presentation, Order, Media).Third is Content which includes nine sub factors (Accuracy, Relevance, Completeness, Concinseness, Scope, Security, Reliability, Economy, Competency).Technical, the final factors, it consists of two sub factors (Software Quality, Hardware Quality). We have tested this model in Syriatel Company to prove its validity, and applicability in many other types of organizations. Time and content factors was the final result for factors of Quality measurement in information systems applied in the syriatel company.

This study aimed to examine the obstacles and problems that facing the telecommunications companies in Lattakia in electronic management application, and try to reach a set of recommendations and proposals that are expected to help the companies unde r study to overcome these obstacles. To achieve this, the researcher analyzed the relationship between the presence of all of the obstacles (administrative, financial, legislative, technical, human, and security), and the application of electronic management. This was done through a survey on telecommunications companies in Latakia (PTC, Syriatel) company,The size of research sample was /60/unit.The study found that there is a relationship between the presence of all of the obstacles (administrative, financial, legislative, technical, human, and security), and the application of electronic management in the companies under study.
Information quality plays a pivotal role in the decision-making process, this research aims mainly to study the impact of the dimensions of information quality in construction firms operating in Syria on the quality of decision-making and to ident ify the most influential dimension in the interpretation of this quality. The researcher had followed the descriptive approach- survey in the study based on the problem of the study and objectives that he seeks to achieve, and included a study population of all construction firms working in Syria.
This study aims to identify the concept of Knowledge management as considering it as one of the new management theory that many organization trying to apply it useful of his advantage, also the aim was to identify the Knowledge procedures and cause s of return of libraries and information system to Knowledge management, in addition to identify requester of Knowledge management application in the libraries. The research design was the theory deism as most appropriate for this study. The results of this research show that there was no significant different between libraries duties, information systems, and Knowledge management procedures, also that the most important requisites of Knowledge management application in libraries was existing of three elements which are: organizational culture, organizational knowledge, knowledge management technology.
This research highlights the vital role of Pavement Management Systems integrated with Geographic Information Systems in planning and managing road maintenance in Lattakia, and getting a flexible local system by following a new method in processing a nd viewing information that supports maintenance decision. This study included applying a pilot project for managing pavement maintenance over a group of roads following The General Establishment for Road Communications. Those roads were divided to links and segments then evaluated using the " Asphalt Institute Method ", which gave us a numeric pointer that led in turn to the type of maintenance needed for a particular pavement. In this research, we depended on the Geographic Information Systems to design and build a comprehensive database, that reflected the present condition of the studied roads, and enabled us to store, analyze and document pavement surface condition and link it to the digitized maps of the studied roads. This guaranteed easy and direct access to various kinds of data and solutions as every segment appeared in a different color reflecting its conditions according to the theme of the map. By doing so, we could support the process of taking right maintenance decisions.
