هدفت هذه الدّراسة للتعرّف على دور رأس المال الفكري في عملية الإصلاح الإداري ضمن الجامعات الحكومية السّورية-جامعة تشرين، فإذا تمكنت جامعة تشرين من امتلاك رأس مال بشري لديه المهارة والمعرفة والخبرة فإنّ ذلك سيعود بالفائدة عليها وعلى المجتمع، واعتمد الباحث على أسلوب المسح كمنهج للدراسة؛ وأجرى دراسة ميدانية من خلال توزيع استبانة على أفراد عيّنة البحث المتمثّلة بأعضاء الهيئة التعليمية والعاملين الإداريين في الإدارة المركزية لاستقصاء آرائهم، وكانت أهمّ النتائج امتلاك جامعة تشرين لرأس مال بشري قادر على عملية الإصلاح، إلّا أنّه لا يتم الاستفادة منهم بالطريقة الصحيحة، نظراً لقلة البرامج التدريبية وانخفاض التمويل اللازم لإجراء البحوث العلمية والإسهام في النشر الخارجي، كما أنّ الإجراءات الإدارية الحالية لا تُساعد على إجراء الإصلاح بالشكل المطلوب. وكانت أبرز توصيات الباحث لها علاقة بإصلاح البحث العلمي لخلق المعرفة الجديدة.
This study aimed at recognizing the role of Intellectual Capital in the process of administration reform at Syrian Governmental Universities-Tishreen University- as If Tishreen University was able to having a human capital with experience, knowledge and skills at Tishreen University will benefit both the university and the society. The researcher relied on a survey methodology; He conducted a Field study by distributing a questionnaire on a research sample represented by teaching staff and administrative staff in Central administration to have their opinions. The most important results in this study are the university to have a human capital which is able to make the reform process, but this capital is not well-performed due to lack of training programmes, low financial support needed for conducting scientific researches and to participate in abroad publication. The current administrative procedures do not help to make this reform properly. The most important recommendation in this research is to reform the scientific research to create a new trend of knowledge.
