تعتبر البطالة إحدى أكثر المشاكل الاقتصادية خطورةً التي تواجه الدول النامية، و سورية بالطبع منها، و ذلك بسبب ارتفاع معدل النمو السكاني، و انخفاض معدل نمو الاستثمارات، و الندرة النسبية في رؤوس الأموال ... و ما يزيد من خطورتها هو أن التداعيات السلبية للبطالة تشمل كافة جوانب الحياة، الاقتصادية و الاجتماعية و السياسية و السكانية ... الخ. و أما توفُّر عدة حلول للحد منها، تبدو المشروعات الصغيرة في سورية إحدى أكثر الحلول منطقيةً و واقعيةً، و من دون تحمُّل تكاليف مرتفعة مقارنةً بالمشروعات الكبيرة، التي تتطلب رؤوس أموال باهظة، و تقنية متقدمة، و يد عاملة عالية التأهيل، ناهيك عن صعوبة المنافسة مع مثيلاتها في الدول المتقدمة، حيث لا يوجد مختبر اقتصادي أصدق من الواقع.
Unemployment is considered one of the most risky economic problems that faces the developing countries including Syria due to overpopulation, decreased investment growth, and capitals lack. Jeopardy of unemployment forwards as its negative consequences overwhelm life all paces economic, social, political, and demographical …etc. As there are many solutions, small enterprise seems to be among the most realistic and reasonable out costing ones in comparison with the big projects that require huge capitals, advanced technology, and highly professional work mass. Furthermore, they are difficulty competent with their counterparts in the developed countries where there is no economic laboratory else than reality.

The new crisis of Arab countries aria proved that openness on global economy would
expose their economies to global economy crisis, which destroyed economic gains due to
economical openness. Youth, poor and neglected people played main role in thes
e crisis,
demanding for work opportunities and ending unemployment problem.
This research focuses on unemployment in Syria within last decade, and expects
unemployment within next decade. It showed that unemployment reached new high level
in the middle of last decade. Youth people were the most affected in that period. This need
new trend towards knowledge sectors to face new predicted future employment in addition
to unemployment.
This research is a field study of the reality of small industrial
projects in the industrial area in Tartous. The researcher started a
theoretical presentation of the problems facing the small projects. It
was adopted in the field study to identify the basic problems and
the proposed solutions to the answers of a sample of the owners of
these projects.
Due to the problem of unemployment of adverse effects at all levels
of social , economic and political in could threaten the stability of
societies , so it was necessary to work to find solutions to this
serious problem , small and medium enterpri
ses was one of these
solutions to meet them , and the importance of this matter dealt with
the pages of this paper the concept of unemployment defined as the
types and causes of it in the first section , the concept of small and
medium enterprises in terms of the various definitions ,
characteristics and their importance and their role in reducing the
worsening problem of unemployment , in the second topic of it.
This study aims at studying the problem of unemployment in Syrian
during the period 1991-2010. The starting point was showing the
size of this problem by tracing the changes in unemployment rate
and its age and educational structure.
Then, some variables
expected to affect unemployment rate were listed.
The study aimed to look at the reality of the application of
information and communication technology in small and medium
enterprises in Syria, and stand on the most important requirements
for effective use of this technology is effective. The stu
dy sample
included an administrative 96 in a number of small and medium
enterprises in the cities of Latakia and Tartous during the first half
of 2015 represented. the most prominent results of the study that the
most important requirements for activating the use of technology in
institutions under consideration is the availability of qualified
trained and reduce the cost of the use of technology and the
development of the necessary infrastructure, In addition to the type
of activity, which plays an important role in the extent of the use of
technology.
