This research concerns the future role of Latakia and Tartous seaports as bases of multimodal transport system in the Arab orient, the importance of the project is stemmed from the genuine strategic geographical location of Syria, assuming that this location could serve the future role of the Latakia and Tartous seaports as multimodal transport base in the Arab orient , as it is linked the Syrian hinterland through the land transport and rail road transport networks , which are extended to Iraq , from Iraq it extends to Iran to the east , Kuwait and Arabian Gulf to the south , the research problem concerns the absence of such multimodal system and the country regions do not make benefit from its economies , the research illustrated some of the relevant international conventions on multimodal transport concerning the transit of cargo and containers across countries , it also described the land transport and railroad transport across Iraq as it is the main hinterland state for Latakia and Tartous , the research concluded that the legislative and organizational framework could be applied to the proposed hypothesized project for Latakia and Tartous, it also concluded that the transport infrastructure could positively participate to the project despite the current deterioration in its technical and operational conditions due to the political events in the region , among the most important recommendations , for the mentioned countries to join the relevant international conventions or hold bilateral or multilateral conventions on multimodal transport , moreover , working on the improvement and development of land and railroad transport in the region for achieving multimodal transport high performance.

The study deals with the question of the privileges of Venice in the Arabic Orient and the development of these privileges in the Ottoman period, by understanding the meaning of the privileges and their historical development in the Ottoman Empire and the circumstances that accompanied the granting of economic, religious and judicial privileges to the Venetians, exploited by them to achieve their interests and expand their trade. The study also deals with the Treaty of 1517 between the Ottomans and the Venetians as an example of the positive and negative effects on both sides. This treaty is considered the basis for subsequent treaties between the Ottomans on the one hand and the Venetians and the European countries on the other.
The research objective is to perceive the nature of relationship between Latakia and Tartous ports with the other seaports of the Mediterranean and Black Sea regions, identifying whether it is integrating, competing or neutral relations, in the mea ntime, another research objective arises, it is to analyze the influence of the geographic location on these regions’ sea ports inter-relationship, the research concluded the presence of a competing relationship between Latakia and Tartous against the ports of Mersin, Beirut, Haifa, Ashdod, on the contrary, there has proved a cooperative and integrative relationship between the Egyptian Ports of Port Said, Damietta and Alexandria, the same relation with a lower degree with the other Arabian ports and the Syrian trade partners sea ports , while other ports were neutral ,the research concluded the importance of making use of the comparative advantages enabled by the geographic location of Latakia and Tartous ports, also the importance of developing its port capacity and facilities, focusing on improving their performance, productivity and the application of effective marketing policies.
Multi-modal transport is a new legal transport system that aims to develop and activate the international transport of goods, it has become an essential part of the global supply chain which is essentially based on safety and quick delivery of the pr oduct from producer to consumer through a combination of highly efficient operations and logistics services in various countries of the world. This paper deals with the subject of multi-modal transport and the possibility applied in Lattakia port as it is the first container port in Syria. It also tries to describe the reality of Lattakia port, study and analysis the multi-modal transport elements as a network of roads and railways connecting the port inland areas and free zones to the neighboring states. The research also addresses the technological infrastructure in the container terminal of Lattakia port and focuses on the work of the customs administration, as the reform of the customs work and automatization of the fundamental factors are important for the establishment of an effective multimodal transport. Based on the results, the research presents some recommendations to activate the multi-modal transport and make Lattakia port an essential link in the logistical chain of regional and international transport.
This research sheds light on a cultural problem, the contemporary researchers consider as one of the most important problems that contributed to the disintegration of cultural and cognitvevariation in our Arab society that revolves around identifying the cultural identity of this community through the relationship between the old cultural heritage of our society with the contemporary cultural heritage. For this reason, we tried very hard to observe the importance of Arab cultural heritage for the Arab intellectuals who raised the banner of the Islamic Arab Renaissance. They point out, in this context, divergent positions of these thinkers of the heritage among Salafi stream strongly advocates adherence to heritage and benefit from it, the contemporary stream calls to go about European modern thinking and go away from the heritage, and the third stream calls for taking cultural and cognitive aspects of the right of the Salafi and contemporary currents -that is, between tradition and modernity with reference to the most important factors that contributed to the failure of the Arab cultural renaissance project.
Most of the villages and rural towns, in general, and in Latakia, in particular, suffer from poor transport organizing and Serving of people so that travelling has become a great suffering for most people. After studying the transport situation bet ween Jableh and Latakia, we found that this city suffers from transport problems like other cities. This is because of transport poor management and regulation including timing, the number of vehicles available and inability to meet demand, which causes a deterioration in service quality. The research provided a comprehensive method to evaluate the performance of public transport on the road by evaluating travel time, the journey speed, and the buses volume and frequency. Considering these indicators as a criterion for evaluating the performance of public transport to determine the most effective factors regarding the quality of performance of public transport and improve this performance in future. A field and practical study of the research has been conducted, which includes selecting of study sites, collecting engineering and traffic data, designing of questionnaires and distributing them on random passengers and drivers working on Jableh - Lattakia transportation road to find out their opinions. Then the data has been inserted into SPSS Statistics Base program for analyzing the results. The research has concluded that the performance of public transport between Jableh and Latakia is generally weak, and the largest proportion of passengers depend on their mobility on minibuses, which does not satisfy the required transportation level. Therefore, a range of solutions has been developed depending on local conditions which will ease the burden of mobility and raise the transportation performance level.
