This research clarifies the concept of small and medium enterprises (SMEs), its economic importance and studies the contribution of conventional banks in the financing, and the issues that prevent the arrival of the required funding to those facilities. Whereas many economists believe that the development of SMEs and encouraging its establishment is one of the most important tributaries of the economic and social development. It considers as a basic starting point to increase production capacity on the one hand, and to contribute solving the problems of poverty and unemployment on the other hand. The research found several proposals, including: -To increase SMEs' access to various financing instruments in the market, in addition to develop and evaluate the effectiveness and the size of the funding mechanisms provided by the financial institutions, and to develop the operation system of local banks so that the system becomes more flexible, -To adopt a national standard definition of small and medium enterprises. - To advance the business environment of SMEs, which by consequence contributes in promoting and supporting its role in the national economy.

The advancement of small and medium enterprises sector(SMEs), activating its developmental role in general, and its role in employment in particular, is considered an important goal for most countries of the world, whereas many economists believe that the development of SMEs, and encouraging its establishment is one of the most important tributaries of the economic and social development. This research clarifies the concept of SMEs in Syria, its economic importance and studies its contribution in the national economy in Syria.
The small projects are considered as the main brick for building a high economical edifice in developing countries, but such enterprises are facing many challenges in developing countries due to economic openness which is imposed by globalization phenomena with its different mechanism and its political, cultural, technological, managerial, and economical dimensions.
This research highlight the business activities and the role of small and mediumsized enterprises SME's in the national economy, and expectancy role of this sector is increasing economic activity, securing jobs and increasing gross domestic product GDP in general. It also focuses on the most important characteristics and features of the sector of SME's in Syria. In addition to review of the main weaknesses facing the national economy in general and this sector, in particular, which contributed to the derivation of many suggestions contribute to the advancement and development of business environment and SME's and to the promotion and support its role in national economy.
In modern economic variables, Small and Medium-Sized Enterprises are particularly significant, necessitating their development to stay in line with these changes and to improve their competitive ability in the existing world market. This research a ims to clarify and specify the role of business frames in supporting Small and Medium-Sized Enterprises in Syria. The data are collected through a pre-designed questionnaire directed to those employees, in addition to few face-to-face interviews. We have obtained some important results and offered the suggestions that contribute to the development of the performance of Small and Medium-Sized Enterprises in Syria.
The study aimed to look at the reality of the application of information and communication technology in small and medium enterprises in Syria, and stand on the most important requirements for effective use of this technology is effective. The stu dy sample included an administrative 96 in a number of small and medium enterprises in the cities of Latakia and Tartous during the first half of 2015 represented. the most prominent results of the study that the most important requirements for activating the use of technology in institutions under consideration is the availability of qualified trained and reduce the cost of the use of technology and the development of the necessary infrastructure, In addition to the type of activity, which plays an important role in the extent of the use of technology.
