Many of the our communities problems (urban and rural) will not be solved unless the citizens of these communities participate in planning to solve them, because they have the most knowledge about their communities because of their daily contact wi th these problems. Research target starts here to excite the attention of local community citizens to the importance of their participation in the planning and development programs of their communities, and highlight the role of neighbourhoods committees of local community participation for the planners of development programs, and the role of these committees in order to work out how to activate their role to be used in the development of the local community participation process. Then the search results come to show that the local community participation is one of tools that increase the social environment efficiency, and one of the ways that build the community which helps people to identify their problems and deal with them by the participating in the decision-making during the process of planning, construction, management of projects and investment of the local civil abilities (financial and human) in order to decrease the state burdens.
The aim of this research is to study the concept of history and evolution for “IbnKhaldun” through a systematic illustration of the meaning of history. Therefore, we present this research in order to reach the philosophy of history for “IbnKhaldun” and to highlight the importance of this philosopher as one of the founders of the philosophy of history as his conception of history makes him close to contemporary philosophers. This perception is crystallized to history on rejecting the “empiricalconcept” radically. Therefore, we find that the history of “IbnKhaldun” is not a narrative of news, but it is an explanation of eventsin which we can build it a new science. The concept of progress that was crystallized in the eighteenth century has signs in the introduction of IbnKhaldun in which he presented a methodology for studying history in its interior movement and not in appearance. In addition, the problematic questions that raised by “IbnKhaldun” opened horizons for knowledge and development such as: What is the relationship between historical knowledge and historical writing? Is it possible for history to be part of science? This research also points to the errors of historians, which occur for many complex reasons that might be psychological, social, political and cultural. The errors also may happen because of a lack in knowledge about the laws of nature.
The popular participation is one of the main pillars of the local development process, as it allows the opportunity for various community groups to contribute to the preparation, management and implementation of development plans in line with their needs and aspirations, and it has a positive role in making success of development projects in a sustainable manner, so as to ensure the achievement of the comprehensive national development objectives. A real and effective participation requires adoption of sustainable enablement principle to build the public capacity, and to devote the human potential and efforts of local communities. In this context, the research presents a study of the concept of popular participation and its importance in local development, and it identifies the methods and levels of participation in the development process, its conditions, requirements and principles, as classifies levels and forms of popular participation during the phases of local development; in addition to presenting challenges of the participation in the local development processes. The research deals with an analysis of one of global experiences that applies sustainable enablement principle, to enhance the contribution of the community in achieving sustainable development of the local urban environment, in order to conclude the most important phases and criteria for sustainable enablement. The research concludes to a number of conclusions and recommendations aspires to promote the important role of public participation in local development, by creating mechanisms which could be used to activate participation at the level of local administrative units, and exploring the practical application way for enabling communities in all stages of the local development process, in order to provide different domains for popular participation in most important development issues.
The public participation is one of the most important tools for sustainable urban development to prepare more appropriate master plans, but at the same time it forms a challenge to those concerned in terms of finding an appropriate mechanism and mode l to be activated according to the characteristics and requirements of the cities and the needs of their residents. The research began from establish the theoretical base of the community participation process to know the concept of it forms impediments in the preparation of urban development plans and to depend after that on study the experiences of different countries globally and locally about active the participation as a reference tool for the preparation of master plans for it's cities and evaluated them to utilize in line with the reality of Lattakia, then do the analytical study of the reality of participation in the city, through the use of the questionnaire to determine it's importance to population and and the extent of their participation in the preparation of master plans of the city and acceptability of it to preparation the plans for their city and determine their favorite mechanism, to research concludes to Suggestion the appropriate Participatory model to the local conditions of lattakia city to be public participation more effective with a mechanism of action in direct contact with the population and reflects their views and aspirations.
This research aims to analyze the criticism if ibn khaldun's thought in four fields: the speech of ibn kaldun, the distinction theory, ibn kaldun's approach and the state theory, in order to show the logical and illogical in them and to provide re sponse depending on contexts from ibn khaldun's heritage. The research shows that a large part of the criticism is unfair and biased as critics depended on trends un the 14th century that did not understand terminology. Criticism should take into consideration that it was written seven centuries ago and that Ibn Khaldon's writing are a witness to Arab and Islamic scientific achievements, among them the discovery of Sociology as a hew science.
