The current random behavior of stakeholders within the Al-Abrash river basin in Syrian coastal region, the lake and the river, threatens more than ever to pollute the whole basin. The goal of this paper is to address the state of shared management of
water resources among local players through game theory application based on two self-interest strategies for each player to reach a balance point taking into consideration the government intervention as the organizer of the game. Therefore, non-cooperative game theory NCGT adopted as an analytical approach for modeling planning assets conflicts. ArcGIS software adopted to define different areas according to its risk/land-use types. The result shows that the equilibrium point "non-cooperate-non-cooperate" strategy between the players could lean towards "cooperative-cooperative" strategy in the light of the provincial government effect, adopting innovating competitive planning policies. That will lead to an interactive economical-environmental balance in the river basin and helps to reach rational decisions. Therefore, this paper could be classified as one of the studies seeking to apply the participatory planning approach toward sustainable development. The research aims to reach fuel conservation opportunities and environment Protection while heating the water, by comparing the most common uses of primary and secondary energy carriers in our country . For example, water heating using electricity ge
nerated by fuel oil and gas, or the direct use of gas and diesel oil for water heating.
The coast of heating the water domestic uses was calculated by various ways, in order to find a low coast method and to avoid environmental damage.
In this research ,the conservation of primary energy for water heating while using gas and diesel oil boilers, was 4 times larger compared to the use of electricity generated by gas and fuel oil .As a result, the coast of water heating using gas burner was 4 times lower, while the coast of water heating using gas boiler was 10 times lower, compared to the coast of electricity heating method. this research also showed, that the use of gas fuel , is the best water heating method, concerning fuel conservation and environment Protection.

The aim of research was to study the impact of price policy on the economic
return of soft and durum wheat and barley farmers in Al-Hassakah
governorate to determine the extent of government intervention in supporting
the prices of these crops. Sc
ales of nominal protection and effective coefficients
were used to analyze the actual difference between domestic prices and global
prices of product, and the net impact of the policy on output and input. A total
of 208 farmers from 44 villages were selected on the basis of simple class
sample. Results of the analysis showed that the values of nominal protection
and effective protection coefficients for soft and durum wheat and barley
amounted 1.08, 1.21, 1.97, and 1.17, 1.33, 2.26 respectively, Thus, a clear
government intervention was observed to support crop prices and the overall
effect of the policy indicated a positive incentive for soft and durum wheat
price with higher subsidies for barley price through year 2011.
