The Carolingian Empire which was established by Emperor Charlemagne in (184AH / 800AD) remained strong throughout his life until his death in (199AH / 814 AD), but his son Louis the Pious (199-226 AH / 814-840 AD) who succeeded him to the throne was unable to preserve the Empire. So, he divided it between his sons following the steps of the Franks. This division led to the outbreak of the civil wars Inside the Carolingian Family. The situation aggravated terribly after his death which led to the division of the Empire between his three sons under theTreaty of Verdun, but wars and political conflicts have continued between the three Kingdoms. This research deals with structure of power and its concept in Farabi's political philosophy, by analyzing his basic thesis of Utopia, and analyzing the relation between governor and the parish, and explaining the political connections that control this city, like the stratification and ideological structure down to the relationship between the prophecy and philosophy, all this through systematic reading deals with the power of speech and its relationships, and the semantic context through which these ideas emerged, and the nature of cultural relationships that control thought and cultural production in that era. By understanding Farabi's political ideas and their situation of speech context emerged the category of (good authority) as a reflection of the structure of that era, and an alternative to the category of existing power at that time which was based on tradition and the sanctity of hereditary rule. Here Farabi's summon the pronouncements of the Greek speech and reconstructing and integrating them in the context of the Islamic intellectual on the one hand becomes a necessity which is required to the building of the political alternative of religious feudal authority, and on the other hand its unique feature and characteristic distinguish the Farabian philosophy through his building a philosophical pattern which combines rationality and inspiration.

And they became an essential aspect of democratic systems . Policy scientists consider them the strong organized basis for the connection of summit and base and a communication station which is necessary between citizens and authority .This study is an attempt to acknowledge public society which is a difficult and complex political process . The nature and procedures of its shaping differ from a state to another according to political system and the role of government and non-government entities and political parties are of them . The research deals with the role of political parties in shaping the public policy of the state , planning , execution and evaluation , by looking at their role in planning the public policy of the state mainly throughout their presence and representation in the legislative authority. And also by highlighting the role of parties in implementation of public policy throughout sharing in the executive authority and the volume of this partnership. And also knowing the role of parties in the process of evaluation of public policy, because actual, active and objective evaluation is the basis of the success of public policy in achieving its goals .The study finds out that parties can plan , implement and evaluate public policy, if they reach authority and in consequence they shall apply their programs via laws which they enact in (Legislative authority) or by implementation of laws in (Executive authority – Government)or by their presence in opposition and here they may use many methods and ways to exert pressure on and affect authority.
