The translator profile at the European Central Bank (ECB) has evolved in-creasingly rapidly over the past years. Staff of the linguistic services moved from their traditional set of tasks - translation, editing and proofreading, of-ten done on print-ups or in plain Word documents - to dealing with a multi-tude of tasks, such as project management, procurement, recruitment and training, and lately cultural mediation. But the real game changer in this transformation has been the quantum leap that technology applied to trans-lation (computer-assisted translation (CAT) and machine translation (MT)) has enabled in complex organisational structures. This brought about signifi-cant challenges in terms of people and change management, but also pre-sented huge opportunities and the chance to broadcast the ECB's language services as a cutting-edge professional unit within the organisation. This paper reports on a translation engine designed for the needs of the Polish State Border Guard. The engine is a component of the AI Searcher system, whose aim is to search for Internet texts, written in Polish, Russian, Ukrainian or Belarusian, w hich may lead to criminal acts at the eastern border of the European Union. The system is intended for Polish users, and the translation engine should serve to assist understanding of non-Polish documents. The engine was trained on general-domain texts. The adaptation for the criminal domain consisted in the appropriate translation of criminal terms and proper names, such as forenames, surnames and geographical objects. The translation process needs to take into account the rich inflection found in all of the languages of interest. To this end, a method based on constrained decoding that incorporates an inflected lexicon into a neural translation process was applied in the engine.
The Thesis focuses on the EU’s security strategy towards the Central Asian states – as part of the EU’s Common Foreign and Security Policy towards the post-soviet realm. The thesis analyses, assesses and scrutinises one of the topical issues of the contemporary international relations - cooperation between the European Union and Central Asian states before and after adoption in June 2007 of the ‘European Union and Central Asia: Strategy for a New Partnership’, an important political document in the history of relations between the two parties. The new stage of cooperation is analysed more comprehensively accentuating priorities set in the Strategy. Analysis of the regional cooperation between the European Union and Central Asian, issues of diversification of hydrocarbons supply routes from the region to Europe and provision of energy security.
The central bank is a sovereign institution that plays a pivotal and active role in the banking and financial system, therefore the related studies have special importance. This study aims to clear the concept of profitability and asset and liability management at the central banks because of the mysterious which surround them, especially in light of the general objectives that the central banks pursue to achieve. The growing interest in the subject of profitability due to its role in strengthening the financial position of the central bank and strengthen its ability to carry out its functions effectively, as well as to indicate the sources of income of the central banks, and identify the strategies followed by the central banks to manage its assets and liabilities, and their effect on profitability. In order to achieve these objectives, the researcher, after the presentation of the theoretical framework for the study, conduct an analytical study of the financial statements contained in the published reports of the Reserve Bank of New Zealand, during the period from 1/7/2005 to 30/6/2011, in order to clarify the theoretical framework for the study, and its compatibility with practice. Thus, the researcher conducting statistical test to show the effect of changes in the size of central bank assets and liabilities on a net income of the Central bank, has been using the statistical program SPSS 18 to reach the results of this test. The study concluded that the changes in the sizes of the assets and liabilities of the central bank does not affect its net income, in the other words that we can't predict the profitability of central bank depending on the size of its assets or liabilities. The lack of profit maximization as a key target does not mean that Central does not seek through its management of its assets and liabilities for profit, but it means that his main goal is to achieve the objectives of monetary policy and then make a profit. Seiniorage is the most important sources of income of the central and most stable, while the most important function of the Central bank which is formulating monetary policy do not generate any revenue. In addition to that there are many factors that threaten central bank's profitability such as dollarization, electronic money and low inflation levels.
The research's title: Lithography Technique and its impact on the European poster printing. It includes four parts: The first part (The Discovery of Lithography and Its role in the art of printmaking.) In its first chapter - The Art of Etching and Printmaking as a concept and its relation with the European society- It introduces a brief overview of the major historical events that contributed in implementing the ideas and tools which paved the way to create techniques and ways linked to the concept of printing as a means and an end. Until its clear manifestation in England (1480) after the arrival of the poster with the help of (William Caxton), coming down to the huge shift in the field of publicity and advertising that came along with the industrial revolution. In the first chapter of this part - The Stages of The Poster between form and expression- the research touches the concept of the poster here through its beginnings and the development of its aspects and usages and the effect of the newly discovered techniques in the field on the poster. The research here focuses on the experience of (Cheret) and sheds the light on his contributions and knowledge in the field of creating an advanced poster with a special visual form different than what people were already used to. Nowadays, it is widely believed that a high degree of Central Bank Independence coupled with some explicit mandate for the Central Bank (CB) to restrain inflation is an important institutional device to enusre price stability. This paper aims to exa mine the Grilli-Masciandaro-Tabellini (GMT) index of central bank independence, based on CB legislation as of end-2003. The researcher calculates indexes of central bank independence (CBI) for 82 central banks as of end-2003. Our analysis confirms that greater CBI has on average helped to maintain low inflation levels.
