للحرب أشكال و وسائل عديدة. و قد درج العقل البشري على استحضار الحالة العسكرية عندما يتم ذكر كلمة حرب كنوع من الارتباط الشرطي بين الحرب و الوسائل العسكرية. لكن الحرب الباردة بين الاتحاد السوفياتي و الولايات المتحدة الأمريكية أبطلت ذاك الارتباط الشرطي بين الحرب كمفهوم و الوسيلة العسكرية. تلت ذلك مجموعة من التحولات السياسية حول العالم أسهمت بشكل مباشر أو غير مباشر في فك الترابط السابق. يتناول البحث الذي بين أيدينا مفهوم القوة الناعمة التي كانت نتيجة التحول الذي أحدثته الثورة التقنية في القرن العشرين و الذي غير مفهوم القوة، فيتناول البحث الحرب الناعمة أو ما يطلق عليه اسم الوجه الثاني للحرب. و يركز على الدور الذي يمارسه الاعلام العالمي الممول و المدعوم أمريكيا بشكل أساس في أحداث الربيع العربي، كما يشير البحث إلى ضرورة مقابلة هذا الإعلام بإعلام مضاد. فالوسيلة العسكرية تقاوم بوسائل عسكرية و الوسيلة الناعمة تتم مقاومتها بوسيلة ناعمة مضادة. فالاعلام يركز على محددات ايديولوجية سائدة و يقوم باستبدالها بمحددات ايديولوجية أخرى. لذلك يسلط البحث الضوء على خطورة الأثر التراكمي للإعلام في تكوين إيديولوجيات هدامة. موضحا ذلك من خلال ربطها بنظريات السياسة و أهمها نظرية كرة الثلج و فعل الماء و نظرية أثر الفراشة.
Wars have many shapes and many means and there are a lot of weapons. Mind brings automatically military shape of wars when referred to .This is because of the conditional link that occurs between war and the military form. Cold war happened between Russia and USA played a role in destroying the link mentioned before .Many events followed insisted on the non-military form and non-military means of wars .This study tries to throw light on the soft means of war mostly the psychological one attempting to go over the role of Media in the events of Arabic Spring and trying to explore the dualism between image and idea and its role in breaking wars. The study tries also , through political theories ,to explain how Media works on destroying Ideologies replacing them by new ideologies that serves the aims and the goals of its sponsors .

paradoxes that have to do with the question of the concept and definition.
The research also handles the role of the educated represented in the
critical stand to the current social and political frameworks، so the
research reviews the causes behind the retraction of the active role for the
Arab educated and ascribe it to external objective factors (the entire non_
existence of freedom, the absence of democratic atmosphere, the frailty
of national society institutions and the poor economic status) and
subjective factors(the intellectual elite expatriation, the variety of
loyalties and associations and the non-determination of priorities) the
research sheds light on the relationship that the educated has with the
social environment and the political authority. The research finally
handles the relationship of the educated with authority and society and
sees the solution to that paradox in institutionalizing social and political
life.
This research aims to light on the concept of soft power and its resources, which are
served the state to enhance the power of the state and its ability to achieve its political and
economic objectives; thus increasing its importance at the interna
tional and regional levels.
Nowadays, in the age of knowledge and technology, where the globalization gives them
free movement. All that grant the governments the chance for contact with peoples around
the world to introduce their civilization, culture, potential and achievements.This research
has presented a picture of China's soft power resources and how China able to use them to
reach its economic and political goals and establish good relations with the peoples before
their countries. This has been particularly in the African continent by providing health
assistance to those affected by war and the poor. Has played an important role in the
growth of Chinese soft power in general and in China in particular. The research pointed to
the role of Confucius Institutes in expanding the culture of people from China and
encouraging them to visit China and establish business there. However, China's progress in
developing its soft resources, it has challenged by the resource (government policies) that
China has failed to develop and to reach for European’s people and other in developed
nations. The research concluded that it is important to strengthen China's government
policies. This has challenged it to reach the minds of the peoples of the European world,
and to increase the importance of the new media in introducing China's culture and culture.
After the collapse of the Soviet Union and the end of the cold war, Russia became the legitimate heir to the Soviet Union, and inherited his permanent seat in the UN Security Council, and the availability of a range of strengths such as geographicala
rea and economic potential and population, and military capacity, including large nuclear arsenal, has made Russia one of the actors at the international level, so they are trying today to have an important role in the Middle East, and aspires to be a competitor for the United States in the region, during the reign of Putin'sreflected Russian foreign policy in the Middle East positions strengthened with regional crises, we noted that in the Russian stance of the US occupation of Iraq, as well as the position of the so-called "Arab spring", this has made the role of Russia is increasing the importance of achieving stability in the Middle East.
Russian-Iranian relations began crystallize and expand significantly after the
end of the Cold War and the disintegration of the Soviet Union in 1991, but
these relations seemed cautious in the beginning, despite the existence of
common interests
between both countries represented to strengthen Iran's
military and economic capabilities, Russia considered as a supportive partner
in this field, in addition to nuclear cooperation where Russia was the only
country that has not been subject to pressure from the United States and
accepted the signing of the contract for the establishment of the Iranian
nuclear reactor, In contrast, Russia has considered these relationships an
opportunity to improve its economy, which suffered a strong tremor after the
disintegration of the Soviet Union.
