أصبحت روسيا بعد انهيار الاتحاد السوفييتي و انتهاء الحرب الباردة، الوريث الشرعي و القانوني للاتحاد السوفييتي، و ورثت عنه المقعد الدائم في مجلس الأمن الدولي، و لتوافر مجموعة من عوامل القوة مثل المساحة الجغرافية و الإمكانات الاقتصادية و عدد السكان و القدرات العسكرية بما فيها الترسانة الكبيرة من السلاح النووي، جعلت من روسيا واحدة من القوى الفاعلة على المستوى الدولي، لذلك فهي تحاول اليوم أن يكون لها دورٌ مهمّ في منطقة الشرق الأوسط، و تطمح أن تكون منافساً للولايات المتحدة الأمريكية في المنطقة، و خلال فترة حكم بوتين تجسدت السياسة الخارجية الروسية في منطقة الشرق الأوسط بمواقف ازدادت قوة مع تصاعد الأزمات الإقليمية، و لاحظنا ذلك في الموقف الروسي من الاحتلال الأمريكي للعراق، و كذلك موقفها من أحداث مايسمى "بالربيع العربي"، و هذا ما جعل دور روسيا يزداد أهمية مع تحقيق الاستقرار في منطقة الشرق الأوسط.
