This research aims to determine the relationship between external scrutiny and the administrative reform process in the Syrian Telecom Company (Lattakia branch). To achieve this objective, the researcher used a hypothetical-deductive approach to formulate the hypotheses. (55) questionnaires were distributed to the employees that are under study. (54) questionnaires were retrieved and (49) were valid for analysis. a statistical study was conducted to reveal this relationship. The researcher used the correlation coefficient (Person). This study aimed at recognizing the role of Intellectual Capital in the process of administration reform at Syrian Governmental Universities-Tishreen University- as If Tishreen University was able to having a human capital with experience, knowledge and skills at Tishreen University will benefit both the university and the society. The researcher relied on a survey methodology; He conducted a Field study by distributing a questionnaire on a research sample represented by teaching staff and administrative staff in Central administration to have their opinions. The most important results in this study are the university to have a human capital which is able to make the reform process, but this capital is not well-performed due to lack of training programmes, low financial support needed for conducting scientific researches and to participate in abroad publication. The current administrative procedures do not help to make this reform properly. The most important recommendation in this research is to reform the scientific research to create a new trend of knowledge.
This paper seeks to assess the extent to which the auditing profession in Syria depends on risk assessment. This study starts by analyzing the importance of the risk approach and its implications for contemporary auditing. The study intends to exam ine to what extent, if at all, the Syrian auditing profession takes the assessment of auditing risk factor into consideration and the correlation, if any, between risk and other related factors such as business risk, assessment risk, and control risk. To this end, the researcher designs a questionnaire and sends it to 100 auditors through the Association of Syrian Certified Accountants. 51 questionnaires are properly filled. To analyze data, SPSS package has been used. The results have clearly confirmed the hypothesis that the auditing profession in Syria does not depend on risk assessment.
