Tishreen University is one of the main pillars in the development and modernization of the higher education system in the Arab Republic for its importance in progress and development, in intellectual and developmental construction and its reflection on society and its various institutions . Tishreen University has achieved many successes towards development and modernization with policies of expanding education, With the scientific, technological and cognitive revolution, in increasing the number and spread of universities and colleges. The research aims to study the extent to which Tishreen University contributed to the development and modernization of the higher education system in the Syrian Arab Republic between 2000 and 2010 through studying the reality and development of higher education in Tishreen University in a descriptive and analytical study during the period 2000-2010. This study has aimed to analyze the fact of the health development indictors in Syrian Arab Republic between 2000-2010. And the analysis has been done in order to know the development level of health service sector during the study period. This study

This research studied the use of taxes in Syria as an important tool in influencing one of the variables important economic (consumption) between the years (2000-2010). These taxes and fees are used (for example) to support an increase in the consump
tion of some goods that are considered commodities and necessary, or to try to reduce the amount of consumption of luxury goods.
The Syrian legislator made during the period studied adjustments numerous tax (especially fee consumer spending) to influence the amount of the domestic consumption, for the consuming public or consuming particular. There was a major adjustment in tax rates of some of the direct taxes and the expansion of the base of goods and services that are subject to certain types of indirect taxes, and to draw them where consumer spending has spread to some of the essential commodities.

The study was conducted on 877 patients who underwent laparoscopic
cholecystectomy at Al-Assad and Tishreen hospitals in
the period 2010-2017
The surgical method used and the reasons for conversion to open surgery were
studied in addition to the complications occurring during or after the surgery in terms of
occurrence rate and method of management of complications and the results of this
management.
The average age of patients was 46 years, the proportion of females was 64.5%, the
mean surgical time was 45 minutes.
The ratio of conversion to open surgery was 2.05% and the most common cause was
severe inflammation, "unclear calot`s triangle" and suspicion of malignancy.
Partial laparoscopic cholecystectomy was performed in 1.36% of cases and
peroperative complications occurred in 0.34% of cases and postoperative complications in
2.16% of cases.
Analysis of the results revealed that the rates of conversion for open surgery and the
incidence of complications are within the internationally accepted rates and that the results
of management of complications were satisfactory and consistent with the methods used
globally to manage complications.
We concluded that this surgery is safe and its complications are rare. We recommend
applying it in our hospitals . We have suggested some recommendations that can reduce
the complications of this surgery.
The university is undoubtedly one of the basic components of modern state, but of the most important priorities, as they play an active role in the transfer of state-of-the stage of underdevelopment and dependency to the growth and development phase.
Education has become a strategic resource of modern societies because it extends the community with all requirements of the specialized scientific personnel helping to increase the benefit and enhance the economic, social and cultural growth.
