تعيش أمة الإسلام أسوأ أيام حياتها؛ حيث ديست الحياض، و دنست المقدسات، و انتهكت الحرمات، و هتكت الأعراض، و أُذلت النفوس، و نهبت الثروات، و رمتها قوى البغي عن قوس واحدة، فصارت تترنح تحت ضربات الأعداء، كغريق في ظلمات بحر لجي، أحاط به ثلة من الأوغاد، كلما حاول الخروج منه ركلوه بأرجلهم، فلا يلاقي فيهم شفيقًا، و لا يجد منهم رحيمًا.

أهم الطرق الشرعية للوقاية من ضرر العين، مثل: المواظبة على الأذكار و الأ

صباحا و مساء، و أداء الواجبات الشرعية المختلفة، و الدعاء من العائن عند نظره للمعيون
بالبركة. و يبين البحث أيضًا الطرق الشرعية للعلاج من ضرر العين ، و من أهم هذه الطرق :
الرقية ، و الغسل، حيث يغتسل العائن بالماء ثم يصب هذا الماء على الشخص الذي أصيب
بالعين. و ذكر الباحث أهم الأمارات و العلامات التي تعرفنا بالشخص المصاب بالعين ، من خلال
استقراء النصوص النبوية الدالة على ذلك. و اهتم البحث بذكر أهم العادات و التقاليد الباطلة
التي تتعارض مع العقيدة الإسلامية و لاسيما في قضية العين. و انتهى البحث بذكر أقوال
الفقهاء في نوع عقوبة العائن.
This study tries to examine human group in general and in developing countries in
particular. This is not only to trace its progress but also to find an answer to the question
that became very crucial nowadays which is: On which base could a group
of individuals
be gathered or connected? What would the best form of human union? This question
became significant considering the clashes troubles and wars the whole world have
witnessed and still witness.In order to answer the question we have to pass on and define a
number of conceptions that were very problematic in the history of modern Arab thinking
and in the contemporary one as well. Such as: Nation, State, nation-state, connectedness,
civil society and other conceptions that were ultimately unobvious and misused. this study
tries to develop a new concept which is related to the historical progress theory. It criticizes
the claim of the end of the history but it shows the other side of historical progress that
goes on the opposite direction of the natural progress. This new movement of the history is
a movement towards the past instead of moving towards future. This is the dangerous
dimension of this orientation because it expresses the great Reaction in the social and
political life. This problems is what this study tries to focus on.
The present study aims at highlighting the importance of
describing and categorizing assignments regarding the functional
level, and it aims at adjusting it in order to promote the performance
of institutions. Unless each assignment is being perfo
rmed as it should
be, in order to achieve its goals, the institution cannot perform its tasks
and cannot achieve its general ends. Hence, the institution cannot
perform it anticipated role in society due to the administration and
organization's failure.
