يتناول هذا البحث بالتحليل لآليات التكامل التشغيلي بين المنطقة الحرة المرفئية و الميناء البحري ، استناداً الى دراسة حالة للمنطقة الحرة و ميناء جبل علي ، و التى تم اختيارها اعتباراً للمركز المرموق الذى يحتله ميناء جبل علي و المنطقة الحرة فى الصدارة العربية و العالمية ، فتستهل الورقة البحثية بالتعاريف المختلفة لأنواع المناطق الحرة ، ثم تقديم شكل إيضاحى لآليات التكامل التشغيلى بين الميناء البحري و المنطقة الحرة ، و منه ينتقل الباحث إلى تحليل الوضع الراهن لعمل المنطقة الحرة و التي تتكامل مع ميناء جبل علي ، و قد بين البحث نوعيات حركة البضائع ، و الإجراءات الجمركية للأنواع المختلفة من البوالص بالمنطقة الحرة فى جبل علي ، و النظم الإلكترونية المطبقة فى إجراءات الخدمات الخاصة بوكلاء الشحن البحري و مخلصّي البضائع و أثرها علي عملية التكامل التشغيلي بين الميناء و المنطقة الحرة فى جبل علي ، و قد تم إجراء دراسة إحصائية عن العلاقة بين أعداد الحاويات المتداولة فى الميناء و المنطقة الحرة و الصادرات و الواردات و الناتج المحلي الإجمالي ، و خلص البحث إلى عدد من النتائج و التوصيات أهمها حتمية وجود آليات للتكامل التشغيلي بين المنطقة الحرة و الميناء مع تطبيق النظم الإلكترونية لإجراءات حركة البضائع و الحاويات باعتبارها من أهم متطلبات تحقيق ذلك التكامل و نجاحه.
This research discusses the operational integration mechanism between a seaport and a free zone, a case study on Jebel Ali Free Zone; selecting Jebel for its high performance and distinguished position achieved on both Arabic and International levels; definitions of the various types of free zones were introduced as well as a figure representing the mechanism of operational integration supported by a thorough analysis of the current cargo flow between Jebel Ali Free Zone and Port on various fields and levels, such as custom clearance, informatics such as Tradnet , Main, Mirsal and Electronic Data Interchange, and its role in creating such integration, a statistical hypothetical tests were conducted on the relationship among the number of containers handled at the port and free zone , exports , imports and Gross Domestic Product (GDP). The research concluded the importance of benefiting from Jebel Ali Free zone experience of integration between the seaport and free zone.

In this research we addressed the legal system of free zones in
Syria, where we showed the identity of these companies, their
advantages, and their work field. Then, we clarified the legal
provisions which govern the work of these companies in ter
ms
of their legal form, their nationalities, their qualities, their
establishment, and their end. Among the most important
results of the research was that the nature of companies of free
zones was different from the nature of national companies,
where this requires formulating special legal rules that organize
the work of these companies. In fact, the Syrian legislator was
not successful in this regard in the light of the lack of legal
provisions which regulate the work of such companies, where
this may raise confusion between the provisions of these
companies and the other provisions related to the work of
companies in general outside the scope of free zones. The
research concluded with many recommendations, the most
important of which was formulating special legal regulation for
the companies of free zones in terms of their establishment,
nationalities, work, and distinction from other companies in
terms of legal regulation.

but arable and recommend to use in irrigation plants that have weak
resistant to salinity, and not preferable to use in industry generally,

Abstract Identifying factors that make certain languages harder to model than others is essential to reach language equality in future Natural Language Processing technologies. Free-order case-marking languages, such as Russian, Latin, or Tamil, have
proved more challenging than fixed-order languages for the tasks of syntactic parsing and subject-verb agreement prediction. In this work, we investigate whether this class of languages is also more difficult to translate by state-of-the-art Neural Machine Translation (NMT) models. Using a variety of synthetic languages and a newly introduced translation challenge set, we find that word order flexibility in the source language only leads to a very small loss of NMT quality, even though the core verb arguments become impossible to disambiguate in sentences without semantic cues. The latter issue is indeed solved by the addition of case marking. However, in medium- and low-resource settings, the overall NMT quality of fixed-order languages remains unmatched.
