هدفت الدراسة إلى تعرف إمكانية تطبيق أسلوب الأساس الصفري في إعداد موازنات الوزارات الأردنية لما يحققه من ميزات، و على درجة توافر المتطلبات اللازمة لتطبيقه و الصعوبات التي تواجه إمكانية تطبيقه، و توصلت الدراسة إلى أن أسلوب إعداد الموازنة الصفرية يمكن من إيجاد الرقابة الفعالة على التكاليف و تحسين التخطيط و المتابعة و تحسين الفعالية و الكفاءة في تخصيص الموارد و إن إمكانية تنفيذ خطوات إعدادها ممكنة لتوافر المتطلبات اللازمة لذلك على الرغم من وجود بعض الصعوبات إلا أّنها ليست بدرجة عالية من الأهمية. و أوصت الدراسة بتطبيق أسلوب الأساس الصفري في إعداد الموازنة الأردنية و أن تعمل الوزارات على استكمال توافر المتطلبات اللازمة و تذليل الصعوبات التي تواجه تطبيقه.

This study aimed to evaluate the budget applied in the government hospitals in
Latakia, and research into the possibility of the application of (Activity-Based Budgeting).
To achieve the objectives of the study are designed questionnaire include qu
estions related
to various aspects of the existing budget, and the availability of administrative, financial,
technical and environmental potential. Where the questionnaire was distributed on the
financial and administrative department in the Directorate of Health staff in addition to the
six staff of government hospitals in the province. The study concluded that the most
important set of results, that the budget applied in hospitals do not meet the requirements,
and that there are many obstacles and problems facing the possibility of applying the
(Activity-Based Budgeting) in hospitals under study. Based on the findings the researcher
recommended the need for appropriate infrastructure to create for the application of
(Activity-Based Budgeting) to activate the use of modern technology, and provide
sufficient resources as well as create the necessary political, economic and legal conditions
for the application of (Activity-Based Budgeting) to take advantage of their advantages in
cost management and exploitation of resources.

هدفت هذه الدراسة تعرّف على واقع الوظائف المهمة في الجهاز الحكومي الأردني
و المتمثلة بمنصب الأمين العام و المدير العام و المتغيرات الوظيفية المرتبطة بها، و علاقة
ذلك بالنتائج المتحققة و الأداء. و قد أجريت الدراسة على جميع كبار الموظفين الذين
يشغلون
منصب أمين عام وزارة أو أمين عام ديوان، و كذلك الذين يشغلون منصب مدير
عام دائرة و جميع نوابهم و مساعديهم. و بلغ عدد الذين شاركوا في هذه الدراسة ( ١٢٠ ) مئة
و عشرين فردًا استجاب منهم ( ٧١ ) فردًا. و أظهرت الدراسة نتائج كان من أهمها افتقاد
المنظمات المبحوثة إلى سياسات ثابتة تضع شروطًا محددة عند اختيار ذوي المناصب
العليا و تعيينهم بما فيهم "الأمين العام". و كذلك أظهرت الدراسة أن جهات عليا هي التي
تؤدي الدور الأساسي في عملية التعيين.
و كانت أهم توصيات الدراسة أن يصار إلى وضع برنامج تطويري لإعداد الأمناء العامين
بعد اختيار هادف يستند إلى معايير واضحة و محددة، و اقترحت الدراسة فكرة إنشاء مركز
وطني متخصص بالقيادات الإدارية العليا.
The research aims mainly to study the method of Benchmarking and
the possibility of its usage in the Syrian banks, and to figure out any
obstacles for such application therefore finding the right solutions,
and for this goal the researcher did the following, Conduction of an
extensive theoretical study.
This study aimed to indicate the level of interest in the application of concepts and
data mining tools in the management of banking operations areas and the interest
components of the environment and the application of the concepts of data mining
tools in the management of banking operations in commercial banks of Jordan. To
achieve these goals, the researcher used the descriptive analytical approach based on
the questionnaire distributed to members of the community study. The researcher
found that the percentage of interest among members of the community study on the
application of the concepts of data mining operations the management of banking,
was high in general, where the arithmetic mean is generally equal to (4.005). And
that the order of fields that may be seen when you search in the application of the
concepts of data mining and addressed by this study, have been of importance and
level of interest by the members of the population of the study, as follows: the
working environment of knowledge with information technology "has obtained the
highest average, was the average the arithmetic of this axis is equal to (4.02),
followed by the center of "opportunities to enhance knowledge systems with the
development environment systems research and retrieval of data.
