هدفت هذه الدراسة إلى بيان مفهوم تمويل المشروعات الأساسية بنظام البوت، (الذي يعني نظام البناء و التشغيل و إعادة الملكية)، إذ بموجب هذا النظام تقوم شركة المشروع الخاص ببناء المرفق العام، و تشغيله مدة زمنية محددة، و من ثم تقوم بإعادته للإدارة بحالة جيدة. و لما كانت هذه المشاريع من الضخامة الأمر الذي يترتب عليه ضرورة وجود مبالغ مالية طائلة لتمويل هذه المشاريع، لذلك قد تعجز موازنات الدول عن القيام بذلك، فتعهد إلى متعاقد من القطاع الخاص، و غالباً ما يكون شركة مشروع، حيث يقوم الأخير بالتمويل من مصادر مختلفة، و قد توصلنا بالتحليل ثم بالاستنتاج إلى عدة مصادر رئيسة للتمويل.

In previous years, the Government depended on deficit financing system, which
inflame the inflation in Syrian economy. In view of negative results which result
from that, We -in our research- have put an frame to determinate all financing
alternat
ives otherwise deficit financing system.
Looking for alternatives to finance development process, on the first side decreases
the load on public budget, as it decreases the using of foreign loans, or withdraw the
money from the central bank (deficit financing),and on the other side it attains the
partnership principle with the privet sector in financing the development process in
the country.
We demonstrate the position of traditional and islamic economy from using deficit
financing system, and illustration the deferent available alternatives of financing,
and their positives and negatives, and which we recommend to reliance on to
financing development process.
Doulty is a very important economic project that fit investment
climate in the Syrian coast, Recommendation was the need to
encourage the establishment of such projects in the Syrian coast,
because of its economic feasibility.
Local administration units work to formulate their economic, social and development
policies that are compatible with the interests and demands of their communities, In order
for these units to function and achieve their policy objectives, they nee
d to manage their
financial resources efficiently in order to avoid waste and prevent financial deficits that
adversely affect their functions and sustainability. As a result, local finance is increasingly
important in local management studies
The aim of this study is to study the financing of the local administration units in Syria
and Egypt, We will discuss the definition of the Syrian and Egyptian legislators for these
units and their consideration, Then we will examine the revenues of these units at all levels
in detail, indicating the sources of this funding and details of all relevant legislations and
laws, The study provides some recommendations to enhance the revenues of local units
and to organize their financial and legal affairs in a precise and effective manner, allowing
these units to carry out their tasks effectively and in full Policies.
