تسعى هذه الدراسة إلى التعرف على مدى إدراك الموظفين للواجبات الوظيفية و المسؤولية الإدارية و الاجتماعية الملقاة على عاتقهم، و لتحقيق أهداف الدراسة ثم عمل مسح مكتبي للمفاهيم و الدراسات السابقة التي تناولت الأخلاقيات المهنية و المسؤولية الإدارية بالإضافة إلى عمل مسح ميداني من خلال تصميم استبيان تم توزيعه على عينة الدراسة المكونة من ( 268 ) من العاملين في الأجهزة الحكومية.
