إن دولة القانون هي شعار سياسي و نظرية دستورية هدفها تنظيم العلاقة بين الحاكم و المحكومين.
و هذا التنظيم يكون من خلال إيجاد علاقة متوازنة بين طرفي العلاقة. فالحاكم بوصفه أحد طرفي العلاقة و ممارساً للسلطة يرغب بتغليب ضرورات ممارسة السلطة. و المحكومون
بوصفهم الطرف الآخر لهذه العلاقة يرغبون بتغليب ضمانات الحقوق و الحريات العامة.
هذا المفهوم لدولة القانون الذي نظر إليه علماء السياسة و فقهاء القانون الدستوري أخذ يخبو بريقه (أو على الأقل لم يعد كافياً) نحو مفهوم جديد، هو مفهوم "الحكم الرشيد" أو "الجيد".
أصبح مفهوم دولة القانون من المسلمات، و غير كاف بحد ذاته لتقديم حكم نوعي. فنوعية الحكم المطلوبة حالياً مختلفة و تتطلب فضلاً عن دولة القانون حكماً جيداً ذا أبعاد تنموية.
فالحكم الرشيد من وجهة النظر التنموية هو حكم يعزز و يدعم و يصون رفاهية الإنسان، و يتسم بمبادئ: المشاركة، و الشفافية، و المساءلة، و حكم القانون، و الفاعلية، و الإنصاف. و ذلك من خلال الآليات و العمليات و المؤسسات التي يعبر من خلالها الموطنون بوصفهم أفراداً و مجموعاتٍ عن
مصالحهم، و يمارسون فيها حقوقهم الأساسية.

importance of the public relation is increasing in the sports field because of the mass of this
sector. Thus this study seeks to identify the role and importance of pu
blic relations in
sports institutions in the Syrian Arab Republic, from the perspective of workers in order to
illustrate of the reality of the functioning of this sector in the organizational structure .the
descriptive method is used with analytical survey manner . The method was applied to a
sample of 44 individuals representing 88% of the research community. Thestudy
concluded with several important resultswhich include that there is a difference in the
employees'point of view about the role and importance of public relations according to
axes of the study. There are no low degrees of how to understand and use by the public
relations staff.
