إن ما يشهده الاقتصاد الدولي منذ الثمانينيات من تغيرات جذرية مهمة وضعت دول العالم قاطبة أمام حقبة جديدة من العلاقات الاقتصادية الدولية. فقد فرضت التطورات في السوق الدولية على الدول عدم اقتصار جهودها على تنظيم تجارة السلع الدولية ، و إنما تجاوز ذلك إلى الاهتمام بتنظيم تجارة الخدمات الدولية و لتأسيس اقتصاد جديد قائم على المعرفة و المعلومات و التقدم التكنولوجي في القرن الحادي و العشرين ، خاصة مع دخولها دائرة الصراع الدولي و مع اعتبارها القوة المحركة الجديدة للنمو الاقتصادي و التجارة الدولية. إن الدول أدركت أهمية تجارة الخدمات و تنامي دورها في تحويل التقدم التكنولوجي إلى قدرات إنتاجية، و في مستوى التوظيف و الناتج الإجمالي، و في خلق الروابط مع بقية الأنشطة الاقتصادية الأخرى. و نظرًا لتزايد أهمية التجارة الدولية في الخدمات و دورها في التنمية الاقتصادية، و لتزايد عجز موازين مدفوعات الدول العربية في الخدمات كان اهتمام البحث في تسليط الضوء مثل هذا الموضوع بعد الاتفاق على تحرير التجارة الدولية في الخدمات وفق الاتفاقية العامة للتجارة الدولية في الخدمات.

This paper aims at presenting an analysis of the inter-Arab trade
situation in order to assess the role of the implementation of
GAFTA in activating and developing it. Moreover, the research
will attempt to specify some challenges and restrictions
that face
the development of inter-Arab trade in the region.
تهدف هذه الدراسة إلى تقييم أثر تأسيس هذه المنطقة في التبادل التجاري العربي البيني
و أثرها في التجارة السورية مع الدول العربية الأعضاء في المنطقة مع التركيز بشكل خاص
على التجارة في المنتجات الزراعية.
There is no doubt that the accession of the Syrian Arab Republic to
the World Trade Organization will limit the isolation that
accompanied the Syrian economy due to the embargo and sanctions
that led to the damage of its capabilities and competiti
veness, as well
as the widening gap between the Syrian national economy and the
rapid developments of the global economy. And due to the
advantages of this accession, there are many consequences which
affect the economic and legal system of each state seeking to join
that organization; raising a variety of proposals due to this joining
and its consequences, and whether the decision to join this
organization can be considered a selection or an inevitable which
embodies the position of the State regarding the accession and its
conformity to the features offered by that organization.
This research showed the experience of the actual application of the Free Trade Area of the Greater Arab during the period between 1998- 2005. There are many obstacles that hinder the progress of trade exchanges Arabic, and prevent the upgrading by t
he economic relations between the Arab states, and perhaps the most prominent obstacles that emptied agreement region of its content the detailed rules of origin for Arab goods.
Accordingly, this research aims to shed light on the rules of origin as an instrument of trade policy instruments used in trade agreements, and as a means to cope with phenomenon of infiltration random goods of non-Arab to the inside of the Member states of the Convention on the region, as it demonstrates this research what these rules and their importance after addressing the importance of trade area Greater Arab Free for the Arab countries.
