The current random behavior of stakeholders within the Al-Abrash river basin in Syrian coastal region, the lake and the river, threatens more than ever to pollute the whole basin. The goal of this paper is to address the state of shared management of water resources among local players through game theory application based on two self-interest strategies for each player to reach a balance point taking into consideration the government intervention as the organizer of the game. Therefore, non-cooperative game theory NCGT adopted as an analytical approach for modeling planning assets conflicts. ArcGIS software adopted to define different areas according to its risk/land-use types. The result shows that the equilibrium point "non-cooperate-non-cooperate" strategy between the players could lean towards "cooperative-cooperative" strategy in the light of the provincial government effect, adopting innovating competitive planning policies. That will lead to an interactive economical-environmental balance in the river basin and helps to reach rational decisions. Therefore, this paper could be classified as one of the studies seeking to apply the participatory planning approach toward sustainable development. Based on the strategic and economic importance of the Syrian Merchant Fleet, this research paper was prepared to illustrate and analyze the current situation of this fleet under the prevailing circumstances, taking into account the impacts of the lat est world economic crisis on the fleet, as well as the hostile western sanctions and procedures imposed on the fleet units, the researcher discussed the impact of the latest world economic crisis on the world maritime industry with emphasis on the world merchant fleet , global shipping market and on the Syrian Merchant Fleet which like many countries fleets was negatively affected by the crisis, added to this negative impacts those which were caused by the hostile sanctions and procedures imposed by the western countries against the Syrian Merchant Fleet , the researcher asserted that other Syrian economic society sectors should form a crisis management entity, including banks to support the Syrian Merchant fleet, moreover what was recommended of establishing maritime private limited companies as new business entities and grant the separation between ownership and management.
To build machine learning-based applications for sensitive domains like medical, legal, etc. where the digitized text contains private information, anonymization of text is required for preserving privacy. Sequence tagging, e.g. as done in Named Enti ty Recognition (NER) can help to detect private information. However, to train sequence tagging models, a sufficient amount of labeled data are required but for privacy-sensitive domains, such labeled data also can not be shared directly. In this paper, we investigate the applicability of a privacy-preserving framework for sequence tagging tasks, specifically NER. Hence, we analyze a framework for the NER task, which incorporates two levels of privacy protection. Firstly, we deploy a federated learning (FL) framework where the labeled data are not shared with the centralized server as well as the peer clients. Secondly, we apply differential privacy (DP) while the models are being trained in each client instance. While both privacy measures are suitable for privacy-aware models, their combination results in unstable models. To our knowledge, this is the first study of its kind on privacy-aware sequence tagging models.
Abstract Slang is a common type of informal language, but its flexible nature and paucity of data resources present challenges for existing natural language systems. We take an initial step toward machine generation of slang by developing a framework that models the speaker's word choice in slang context. Our framework encodes novel slang meaning by relating the conventional and slang senses of a word while incorporating syntactic and contextual knowledge in slang usage. We construct the framework using a combination of probabilistic inference and neural contrastive learning. We perform rigorous evaluations on three slang dictionaries and show that our approach not only outperforms state-of-the-art language models, but also better predicts the historical emergence of slang word usages from 1960s to 2000s. We interpret the proposed models and find that the contrastively learned semantic space is sensitive to the similarities between slang and conventional senses of words. Our work creates opportunities for the automated generation and interpretation of informal language.
We propose a generative framework for simultaneous machine translation. Conventional approaches use a fixed number of source words to translate or learn dynamic policies for the number of source words by reinforcement learning. Here we formulate simu ltaneous translation as a structural sequence-to-sequence learning problem. A latent variable is introduced to model read or translate actions at every time step, which is then integrated out to consider all the possible translation policies. A re-parameterised Poisson prior is used to regularise the policies which allows the model to explicitly balance translation quality and latency. The experiments demonstrate the effectiveness and robustness of the generative framework, which achieves the best BLEU scores given different average translation latencies on benchmark datasets.
