The transport sector provides suitable and appropriate conditions for the development of the various sectors of the national economy, productivity and other services. Its relationship with these sectors is characterized by a mutual influence relati onship, which means that no progress or development can be achieved in any of these sectors without preceded or accompanied by significant progress in the transport sector. The government has given special importance to this division since the inception of independence, when the sector was allocated large provision in its successive five-year plans. After the year 2000, there was a big leap in the provision of the allocations assigned to the transport sector, where reached (to the ninth five-year plan (2001-2005)) the equivalent to the expenditure on this sector in the previous five-year plans combined. The systematic destruction and devastation of the crisis in Syria since March 2011 aimed at splitting the country and paralyzing the traffic of passengers and goods. As a result, the transport sector suffered heavy economic losses in its infrastructure and transportation. These losses were evaluated in this research for the years 2011-2012, 2013 and the state of the transport sector was reviewed before the crisis. In view of the importance of this sector and its key role in the reconstruction, there was a package of proposals and visions that were put forward for the reconstruction of the infrastructure of the sector itself as a priority and strengthening the role of this sector in the reconstruction and development within the framework of comprehensive regional planning and sustainable development. Perhaps the most important impact of the crisis was the decision of the Syrian state oriental direction in its policy, which directly affects the implementation of transport networks and infrastructure and means of transport. Based on the goal of linking the five seas, which have set a higher goal in the national framework for regional planning, some visions have been reviewed that can achieve this goal in order to attract international transport and transit through Syria and exploit its geographical position as a transport hub leading to an increase in economic growth rate To raise the contribution of the transport sector to GDP.
This research aims to develop a mathematical model linking the available water resources and the demand of population and agricultural and industrial on these resources, where they were to rely on time series from 2000 until 2011 and study and know t heir direction and growth, and it was the most important results: 1- increasing the size of the demand (population, agricultural and industrial ) on water resources during the period (2000-2011), where he found a positive relationship between the size of a very strong demand on water resources and time. 2 - increasing the volume of surface water resources and groundwater available during the period (2000-2011), where he found a positive relationship and a very solid between the size of surface water and groundwater resources and time available. 3 - there is an excess of total available water resources and the total volume of demand. 4 - there is a statistically significant relationship between the total volume of available water resources, and demand (population, agricultural and industrial) on them, where we can and relying on multiple regression equation to predict the total volume of water resources through the volume of demand ( population, agricultural, industrial) on them.
The goal of this research is to show the landscaping concept and its importance in defining the spatial regional development, in addition to seek the possibility of adopting this concept, as a planning tool suitable for application in Syrian region s and cities. Based on its importance this paper analyses 4 main points: Theory and definitions, Landscape and relation to cities, Sustainability, Evaluation and diagnostics - region of rural Damascus and Conclusion Points.
The care of the world countries States are giving than attention, especially, developing, states to increases of the issue of planning for realizing that achieving the aims of shifting to a better life must have a relation with the correct plannin g. The concept of planning has become part of Socio-economic life, and has become a development factor and an approach for the economy, because it is an organized scientific approach for optimal investment of human and natural resources in a comprehensive integration and coordination. The economic - administrative province in this contemporary stage of making up local administration field is considered,an important cycle in provincial planning, where the functional interference is clearly shown in place among the leading planning council (high planning council) the ministries (central authoraties) and the local organizations (local purposeful integrated provincial plan to form integrated spatial economic Systems according to the available human and natural resources to achieve optimal Socio- economic activities. It is shown clearly in the typical economic organization of AL-Bared River area in AI- Gab Region.
