The present research addresses one of the new and important financial and taxation
issues, namely: the resolution of tax disputes via administrative means. It seeks out to find
resolutions for tax disputes that arise between the taxpayer and the ta
x administration when
applying the revenue law where administrative committees formed for that purpose would
undertake resolving these disputes before being referred to the judicial stage in order to
lessen the burden laid upon the judicial stage. This research discusses the importance of
identifying the nature of tax disputes, concept, characteristics, and the reasons that lead to
tax disputes between taxpayers and tax administration.
The study attempts to explain the concept of objection, its conditions and effects. The
research also addresses the administrative committees specialized in resolving tax disputes
in the administrative stage shedding the light on their formation, mechanism of work,
decisions, best formulas of taxpayer-tax administration resolutions for tax disputes, and
best solutions for the problems facing both the taxpayer and the tax administration in
resolving tax disputes arising between them via administrative means.
يعرف التأمين بحسب المادة 713 من القانون المدني على أنه عقد يلتزم المؤمن بمقتضاه أن يؤديإلى المؤمن له أوالمستفيد الذي اشترط التأمين لصالحه مبلغا من المال أو غيرادا مرتبا أو أي عوض مالي آخر في حال وقوع الحادث أو تحقيق الخطر المبين بالعقد.
The study has been done in many farms which are producing sweet
cherry in Lattakia during the season (2014-2015).
This research focuses on study timing of phonological stages of
sweet cherry in two regions (sluonfa , aen alhaeat) in Lattakia ciety
and studies the effect of some climatological conditions like
temperature and rain on this plant .
The result of this study revealed clear variation in the climatological
conditions between the two regions under study.

منذ نحو الخمس سنوات ظهر في سورية عقد القرض المجمع. هذا العقد الذي ظهر بداية في الأسواق الإنكلوسكسونية بدأ تطبيقه في سورية لتمويل مشاريع ضخمة مثل معمل إسمنت و مجمع فنادق من فئة خمس نجوم. هذه الاستثمارات التي تتجاوز قيمتها الثلاثمئة مليون دولار أمريكي،
لا يمكن لأي بنك خاص أو عام في سورية تمويلها. لذا، كان لا بد من إبرام عقود قرض مجمع إذ تقوم عدة مصارف بتمويل المشروع.
بعد إبرام عدد من عقود القرض المجمع بدأ القانونيون بالتساؤل عن خصائص هذا القرض الذي يختلف اختلافاً بسيطاً عن عقد القرض التقليدي، كما أن طريقة إبرام العقد و إجراءات التعاقد، و كذلك اختيار القضاء المختص و القانون الواجب التطبيق عليه كانت موضوع مناقشة الحقوقيين عند إبرام مثل هذا النوع من العقود؛ مما يعني بيان الأساس القانوني لهذه المناقشات في المبحث الأول. العلاقات بين أطراف عقد القرض المجمع و الإشكالات القانونية الناتجة عن تطبيق القانون السوري على الالتزامات المتبادلة كانت موضوع المبحث الثاني لجهة تناول الطبيعة القانونية لعلاقة أطراف العقد خاصة لوجود علاقة وكالة و عقد قرض و عدم تضامن بين المصارف المقرضة و التزامات المقترض لجهة تسديد القرض فضلاً عن الفائدة المصرفية و عملة التسديد و ما يثيره ذلك من إشكالات قانونية في القانون السوري.
