AI loyalty: A New Paradigm for Aligning Stakeholder Interests

When we consult with a doctor, lawyer, or financial advisor, we generally assume that they are acting in our best interests. But what should we assume when it is an artificial intelligence (AI) system that is acting on our behalf? Early examples of AI assistants like Alexa, Siri, Google, and Cortana already serve as a key interface between consumers and information on the web, and users routinely rely upon AI-driven systems like these to take automated actions or provide information. Superficially, such systems may appear to be acting according to user interests. However, many AI systems are designed with embedded conflicts of interests, acting in ways that subtly benefit their creators (or funders) at the expense of users. To address this problem, in this paper we introduce the concept of AI loyalty. AI systems are loyal to the degree that they are designed to minimize, and make transparent, conflicts of interest, and to act in ways that prioritize the interests of users. Properly designed, such systems could have considerable functional and competitive - not to mention ethical - advantages relative to those that do not. Loyal AI products hold an obvious appeal for the end-user and could serve to promote the alignment of the long-term interests of AI developers and customers. To this end, we suggest criteria for assessing whether an AI system is sufficiently transparent about conflicts of interest, and acting in a manner that is loyal to the user, and argue that AI loyalty should be considered during the technological design process alongside other important values in AI ethics such as fairness, accountability privacy, and equity. We discuss a range of mechanisms, from pure market forces to strong regulatory frameworks, that could support incorporation of AI loyalty into a variety of future AI systems.

The use of computational simulation is by now so pervasive in society that it is no exaggeration to say that continued U.S. and international prosperity, security, and health depend in part on continued improvements in simulation capabilities. What if we could predict weather two weeks out, guide the design of new drugs for new viral diseases, or manage new manufacturing processes that cut production costs and times by an order of magnitude? What if we could predict collective human behavior, for example, response to an evacuation request during a natural disaster, or labor response to fiscal stimulus? (See also the companion CCC Quad Paper on Pandemic Informatics, which discusses features that would be essential to solving large-scale problems like preparation for, and response to, the inevitable next pandemic.) The past decade has brought remarkable advances in complementary areas: in sensors, which can now capture enormous amounts of data about the world, and in AI methods capable of learning to extract predictive patterns from those data. These advances may lead to a new era in computational simulation, in which sensors of many kinds are used to produce vast quantities of data, AI methods identify patterns in those data, and new AI-driven simulators combine machine-learned and mathematical rules to make accurate and actionable predictions. At the same time, there are new challenges -- computers in some important regards are no longer getting faster, and in some areas we are reaching the limits of mathematical understanding, or at least of our ability to translate mathematical understanding into efficient simulation. In this paper, we lay out some themes that we envision forming part of a cohesive, multi-disciplinary, and application-inspired research agenda on AI-driven simulators.
The different sets of regulations existing for differ-ent agencies within the government make the task of creating AI enabled solutions in government dif-ficult. Regulatory restrictions inhibit sharing of da-ta across different agencies, which could be a significant impediment to training AI models. We discuss the challenges that exist in environments where data cannot be freely shared and assess tech-nologies which can be used to work around these challenges. We present results on building AI models using the concept of federated AI, which al-lows creation of models without moving the training data around.
Artificial intelligence shows promise for solving many practical societal problems in areas such as healthcare and transportation. However, the current mechanisms for AI model diffusion such as Github code repositories, academic project webpages, and commercial AI marketplaces have some limitations; for example, a lack of monetization methods, model traceability, and model auditabilty. In this work, we sketch guidelines for a new AI diffusion method based on a decentralized online marketplace. We consider the technical, economic, and regulatory aspects of such a marketplace including a discussion of solutions for problems in these areas. Finally, we include a comparative analysis of several current AI marketplaces that are already available or in development. We find that most of these marketplaces are centralized commercial marketplaces with relatively few models.
Recently, the online car-hailing service, Didi, has emerged as a leader in the sharing economy. Used by passengers and drivers extensive, it becomes increasingly important for the car-hailing service providers to minimize the waiting time of passengers and optimize the vehicle utilization, thus to improve the overall user experience. Therefore, the supply-demand estimation is an indispensable ingredient of an efficient online car-hailing service. To improve the accuracy of the estimation results, we analyze the implicit relationships between the points of Interest (POI) and the supply-demand gap in this paper. The different categories of POIs have positive or negative effects on the estimation, we propose a POI selection scheme and incorporate it into XGBoost [1] to achieve more accurate estimation results. Our experiment demonstrates our method provides more accurate estimation results and more stable estimation results than the existing methods.
In a world increasingly dominated by AI applications, an understudied aspect is the carbon and social footprint of these power-hungry algorithms that require copious computation and a trove of data for training and prediction. While profitable in the short-term, these practices are unsustainable and socially extractive from both a data-use and energy-use perspective. This work proposes an ESG-inspired framework combining socio-technical measures to build eco-socially responsible AI systems. The framework has four pillars: compute-efficient machine learning, federated learning, data sovereignty, and a LEEDesque certificate. Compute-efficient machine learning is the use of compressed network architectures that show marginal decreases in accuracy. Federated learning augments the first pillars impact through the use of techniques that distribute computational loads across idle capacity on devices. This is paired with the third pillar of data sovereignty to ensure the privacy of user data via techniques like use-based privacy and differential privacy. The final pillar ties all these factors together and certifies products and services in a standardized manner on their environmental and social impacts, allowing consumers to align their purchase with their values.
