We report the results of recent measurements of the spectroscopic quadrupole moments of high-spin isomers. For the K=35/2- five-quasiparticle isomer in 179W we measured Q_s=4.00(+0.83)(-1.06)eb. It corresponds to a smaller deformation compared to the ground states of the W isotopes and is in disagreement with the current theoretical predictions. We also measured the quadrupole moment of the I=11- isomer in 196Pb, Q_s=(-)3.41(66)eb. It has the same proton s(-2)1/2 h9/2 i13/2 configuration as the one suggested for the I=16- magnetic bandhead which allows to deduce the quadrupole moment of the 16- state as Q_s=-0.316(97)eb. This small value proves the near sphericity of the bandhead.

The selfconsistent cranking approach is extended to the case of rotation about an axis which is tilted with respect to the principal axes of the deformed potential (Tilted Axis Cranking). Expressions for the energies and the intra bands electromagnet ic transition probabilities are given. The mean field solutions are interpreted in terms of quantal rotational states. The construction of the quasiparticle configurations and the elimination of spurious states is discussed. The application of the theory to high spin data is demonstrated by analyzing the multi quasiparticle bands in the nuclide-s with $N=102,103$ and $Z=71,72,73$.
Recently observed strongly-coupled rotational bands associated with the $ u [505]{11/2}^-$ quasiparticle state are studied by means of a microscopic tilted axis cranking (TAC) model. The results of calculation for the routhians and the $B(M1)/B(E2)$ ratios are investigated in the light of other existing models, i.e. the strong-coupling model and the conventional cranking model. It is demonstrated that only the TAC model can successfully reproduce these two observables at the same time. The reason of the success is clarified by making connections between these models.
The transition quadrupole moments, $Q_{t}$, of rotational bands in the neutron-rich, even-mass $^{102-108}$Mo and $^{108-112}$Ru nuclei were measured in the 8 to 16 $hbar $ spin range with the Doppler-shift attenuation method. The nuclei were populat ed as fission fragments from $^{252}$Cf fission. The detector setup consisted of the Gammasphere spectrometer and the HERCULES fast-plastic array. At moderate spin, the $Q_{t}$ moments are found to be reduced with respect to the values near the ground states. Attempts to describe the observations in mean-field-based models, specifically cranked relativistic Hartree-Bogoliubov theory, illustrate the challenge theory faces and the difficulty to infer information on $gamma $ softness and triaxiality from the data.
The odd-odd 54;56;58;60;62;64Mn isotopes (Z = 25) were studied using bunched-beam collinear laser spectroscopy at ISOLDE, CERN. From the measured hyperfine spectra the spins and magnetic moments of Mn isotopes up to N = 39 were extracted. The previou s tentative ground state spin assignments of 58;60;62;64Mn are now firmly determined to be I = 1 along with an I = 4 assignment for the isomeric states in 58;60;62Mn. The I = 1 magnetic moments show a decreasing trend with increasing neutron number while the I = 4 moments remain quite constant between N = 33 and N = 37. The results are compared to large-scale shell-model calculations using the GXPF1A and LNPS effective interactions. The excellent agreement of the ground state moments with the predictions from the LNPS calculations illustrates the need for an increasing amount of proton excitations across Z = 28 and neutron excitations across N = 40 in the ground state wave functions from N = 37 onwards.
The electric-quadrupole coupling constant of the ground states of the proton drip line nucleus $^{20}$Na($I^{pi}$ = 2$^{+}$, $T_{1/2}$ = 447.9 ms) and the neutron-deficient nucleus $^{21}$Na($I^{pi}$ = 3/2$^{+}$, $T_{1/2}$ = 22.49 s) in a hexagonal Z nO single crystal were precisely measured to be $|eqQ/h| = 690 pm 12$ kHz and 939 $pm$ 14 kHz, respectively, using the multi-frequency $beta$-ray detecting nuclear magnetic resonance technique under presence of an electric-quadrupole interaction. A electric-quadrupole coupling constant of $^{27}$Na in the ZnO crystal was also measured to be $|eqQ/h| = 48.4 pm 3.8$ kHz. The electric-quadrupole moments were extracted as $|Q(^{20}$Na)$|$ = 10.3 $pm$ 0.8 $e$ fm$^2$ and $|Q(^{21}$Na)$|$ = 14.0 $pm$ 1.1 $e$ fm$^2$, using the electric-coupling constant of $^{27}$Na and the known quadrupole moment of this nucleus as references. The present results are well explained by shell-model calculations in the full $sd$-shell model space.
