French regulation allows consumers in low-voltage networks to form collectives to produce, share, and consume local energy under the collective self-consumption framework. A natural consequence of collectively-owned generation projects is the need to allocate production among consumers. In long-term plans, production allocation determines each of the consumers benefits of joining the collective. In the short-term, energy should be dynamically allocated to reflect operation. This paper presents a framework that integrates long and short-term planning of a collective that shares a solar plus energy storage system. In the long-term planning stage, we maximize the collectives welfare and equitably allocate expected energy to each consumer. For operation, we propose a model predictive control algorithm that minimizes short-term costs and allocates energy to each consumer on a 30-minute basis (as required by French regulation). We adjust the energy allotment ex-post operation to reflect the materialization of uncertainty. We present a case study where we showcase the framework for a 15 consumer collective.

Energy storage is expected to play an increasingly important role in mitigating variations that come along with the growing penetration of renewable energy. In this paper, we study the optimal bidding of an energy storage unit in a semi-centralized market. The energy storage unit offers its available storage capacity and maximum charging/ discharging rate to the operator; then the operator clears the real-time market by minimizing the total cost. The energy storage unit is paid/ charged at locational marginal price (LMP). The problem casts down to a bilevel optimization problem with a mixed-integer lower-level. An improved surrogate-based method with the combined spatial-temporal entropy term is developed to solve this problem. Numerical examples demonstrate the scalability, efficiency, and accuracy of the proposed method.
This paper presents a framework for deriving the storage capacity that an electricity system requires in order to satisfy a chosen risk appetite. The framework takes as inputs user-defined event categories, parameterised by peak power-not-served, acceptable number of events per year and permitted probability of exceeding these constraints, and returns as an output the total capacity of storage that is needed. For increased model accuracy, our methodology incorporates multiple nodes with limited transfer capacities, and we provide a foresight-free dispatch policy for application to this setting. Finally, we demonstrate the chance-constrained capacity determination via application to a model of the British network.
We propose a novel direct transcription and solution method for solving nonlinear, continuous-time dynamic optimization problems. Instead of forcing the dynamic constraints to be satisfied only at a selected number of points as in direct collocation, the new approach alternates between minimizing and constraining the squared norm of the dynamic constraint residuals integrated along the whole solution trajectories. As a result, the method can 1) obtain solutions of higher accuracy for the same mesh compared to direct collocation methods, 2) enables a flexible trade-off between solution accuracy and optimality, 3) provides reliable solutions for challenging problems, including those with singular arcs and high-index differential algebraic equations.
Since the early months of 2020, non-pharmaceutical interventions (NPIs) -- implemented at varying levels of severity and based on widely-divergent perspectives of risk tolerance -- have been the primary means to control SARS-CoV-2 transmission. We seek to identify how risk tolerance and vaccination rates impact the rate at which a population can return to pre-pandemic contact behavior. To this end, we develop a novel feedback control method for data-driven decision-making to identify optimal levels of NPIs across geographical regions in order to guarantee that hospitalizations will not exceed a given risk tolerance. Results are shown for the state of Colorado, and they suggest that: coordination in decision-making across regions is essential to maintain the daily number of hospitalizations below the desired limits; increasing risk tolerance can decrease the number of days required to discontinue NPIs, at the cost of an increased number of deaths; and if vaccination uptake is less than 70%, at most levels of risk tolerance, return to pre-pandemic contact behaviors before the early months of 2022 may newly jeopardize the healthcare system.
Electricity distribution networks that contain large photovoltaic solar systems can experience power flows between customers. These may create both technical and socio-economic challenges. This paper establishes how these challenges can be addressed through the combined deployment of Community-scale Energy Storage (CES) and local network tariffs. Our study simulates the operation of a CES under a range of local network tariff models, using current Australian electricity prices and current network prices as a reference. We assess the financial outcomes for solar and non-solar owning customers and the distribution network operator. We find that tariff settings exist that create mutual benefits for all stakeholders. Such tariffs all apply a discount of greater than 50% to energy flows within the local network, relative to regular distribution network tariffs. The policy implication of these findings is that the, historically contentious, issue of network tariff reform in the presence of local solar power generation can be resolved with a mutually beneficial arrangement of local network tariffs and CES. Furthermore, the challenge of setting appropriate tariffs is eased through clear and intuitive conditions on local network tariff pricing.
