If the deviation of using power occurs when the administrator's decision does not achieve public welfare, the default also lies in the decision itself though the administrator aimed at achieving public welfare. However, it constituted a violation of the goal determined by the legislator as the legislator might determine certain goals for certain decisions. To be legal, the decision should define its goals; otherwise, it would be defaulted by deviation from the authority for violating the rule of determining goals and consequently it would be worth cancelling. If the goal was not determined in the legislative text, it does not mean that the administration is free from any restrictions; on the contrary it should aim at the public welfare on its large scale.
