An integral coefficient matrix determines an integral arrangement of hyperplanes in R^m. After modulo q reduction, the same matrix determines an arrangement A_q of hyperplanes in Z^m. In the special case of central arrangements, Kamiya, Takemura and Terao [J. Algebraic Combin., to appear] showed that the cardinality of the complement of A_q in Z_q^m is a quasi-polynomial in q. Moreover, they proved in the central case that the intersection lattice of A_q is periodic from some q on. The present paper generalizes these results to the case of non-central arrangements. We study central hyperplane arrangements with integral coefficients modulo positive integers $q$. We prove that the cardinality of the complement of the hyperplanes is a quasi-polynomial in two ways, first via the theory of elementary divisors and th en via the theory of the Ehrhart quasi-polynomials. This result is useful for determining the characteristic polynomial of the corresponding real arrangement. With the former approach, we also prove that intersection lattices modulo $q$ are periodic except for a finite number of $q$s.

A Kakeya set $S subset (mathbb{Z}/Nmathbb{Z})^n$ is a set containing a line in each direction. We show that, when $N$ is any square-free integer, the size of the smallest Kakeya set in $(mathbb{Z}/Nmathbb{Z})^n$ is at least $C_{n,epsilon} N^{n - epsi lon}$ for any $epsilon$ -- resolving a special case of a conjecture of Hickman and Wright. Previously, such bounds were only known for the case of prime $N$. We also show that the case of general $N$ can be reduced to lower bounding the $mathbb{F}_p$ rank of the incidence matrix of points and hyperplanes over $(mathbb{Z}/p^kmathbb{Z})^n$.

Spinor structure is understood as a totality of tensor products of biquaternion algebras, and the each tensor product is associated with an irreducible representation of the Lorentz group. A so-defined algebraic structure allows one to apply modulo 8 periodicity of Clifford algebras on the system of real and quaternionic representations of the Lorentz group. It is shown that modulo 8 periodic action of the Brauer-Wall group generates modulo 2 periodic relations on the system of representations, and all the totality of representations under this action forms a self-similar fractal structure. Some relations between spinors, twistors and qubits are discussed in the context of quantum information and decoherence theory.
Let $p$ be a prime number. Irreducible cyclic codes of length $p^2-1$ and dimension $2$ over the integers modulo $p^h$ are shown to have exactly two nonzero Hamming weights. The construction uses the Galois ring of characteristic $p^h$ and order $p^{ 2h}.$ When the check polynomial is primitive, the code meets the Griesmer bound of (Shiromoto, Storme) (2012). By puncturing some projective codes are constructed. Those in length $p+1$ meet a Singleton-like bound of (Shiromoto , 2000). An infinite family of strongly regular graphs is constructed as coset graphs of the duals of these projective codes. A common cover of all these graphs, for fixed $p$, is provided by considering the Hensel lifting of these cyclic codes over the $p$-adic numbers.

In this article we prove that the ideal-Shi arrangements are free central arrangements of hyperplanes satisfying the dual-partition formula. Then it immediately follows that there exists a saturated free filtration of the cone of any affine Weyl arra ngement such that each filter is a free subarrangement satisfying the dual-partition formula. This generalizes the main result in cite{ABCHT} which affirmatively settled a conjecture by Sommers and Tymoczko cite{SomTym}.
