The long-term prospects for fully exploring three-flavor mixing in the neutrino sector depend upon an ongoing and increased investment in the appropriate accelerator R&D. Two new concepts have been proposed that would revolutionize neutrino experiments, namely the Neutrino Factory and the Beta Beam facility. These new facilities would dramatically improve our ability to test the three-flavor mixing framework, measure textsl{CP} violation in the lepton sector, and perhaps determine the neutrino mass hierarchy, and, if necessary, probe extremely small values of the mixing angle $theta_{13}$. The stunning sensitivity that could be achieved with a Neutrino Factory is described, together with our present understanding of the corresponding sensitivity that might be achieved with a Beta Beam facility. In the Beta Beam case, additional study is required to better understand the optimum Beta Beam energy, and the achievable sensitivity. Neither a Neutrino Factory nor a Beta Beam facility could be built without significant R&D. An impressive Neutrino Factory R&D effort has been ongoing in the U.S. and elsewhere over the last few years and significant progress has been made towards optimizing the design, developing and testing the required accelerator components, and significantly reducing the cost. A Neutrino Factory where neutrinos of all species are produced in equal quantities by muon decay is described as a facility at the intensity frontier for exquisite precision providing ideal conditions for ultimate neutrino studies and the ideal compl ement to Long Baseline Facilities like LBNF at Fermilab. It is foreseen to be built in stages with progressively increasing complexity and performance, taking advantage of existing or proposed facilities at an existing laboratory like Fermilab. A tentative layout based on a recirculating linac providing opportunities for considerable saving is discussed as well as its possible evolution toward a muon collider if and when requested by Physics. Tentative parameters of the various stages are presented as well as the necessary R&D to address the technological issues and demonstrate their feasibility.
This paper describes the hardware and operations of the Neutrinos at the Main Injector (NuMI) beam at Fermilab. It elaborates on the design considerations for the beam as a whole and for individual elements. The most important design details of indiv idual components are described. Beam monitoring systems and procedures, including the tuning and alignment of the beam and NuMI long-term performance, are also discussed.

The term beta-beam has been coined for the production of a pure beam of electron neutrinos or their antiparticles through the decay of radioactive ions circulating in a storage ring. This concept requires radioactive ions to be accelerated to a Loren tz gamma of 150 for 6He and 60 for 18Ne. The neutrino source itself consists of a storage ring for this energy range, with long straight sections in line with the experiment(s). Such a decay ring does not exist at CERN today, nor does a high-intensity proton source for the production of the radioactive ions. Nevertheless, the existing CERN accelerator infrastructure could be used as this would still represent an important saving for a beta-beam facility. This paper outlines the first study, while some of the more speculative ideas will need further investigations.

The Neutrinos at the Main Injector (NuMI) facility at Fermilab began operations in late 2004. NuMI will deliver an intense muon neutrino beam of variable energy (2-20 GeV) directed into the Earth at 58 mrad for short (~1km) and long (~700-900 km) bas eline experiments. Several aspects of the design and results from early commissioning runs are reviewed.

In polarized proton operation in the Relativistic Heavy Ion Collider (RHIC) coherent beam-beam modes are routinely observed with beam transfer function measurements. These modes can become unstable under external excitation or in the presence of impe dance. This becomes even more relevant in the presence of head-on compensation, which reduces the beam-beam tune spread and hence Landau damping. We report on experiments and simulations carried out to understand the impact of coherent modes on operation with electron lenses.
