The Constitutionally mandated task of assigning Congressional seats to the various U.S. States proportional to their represented populations (according to their numbers) has engendered much contention, but rather less consensus. Using the same principles of entropic inference that underlie the foundations of information theory and statistical thermodynamics, and also enjoy fruitful application in image processing, spectral analysis, machine learning, econometrics, bioinformatics, and a growing number of other fields, we motivate and explore a method for Congressional apportionment based on minimizing relative entropy (also known as Kullback-Leibler divergence), or, equivalently, maximizing Shannon entropy. In terms of communication theory, we might say that the entropic apportionment gives each constituent as equal a voice as possible. If we view representational weight as a finite resource to be distributed amongst the represented population, the entropic measure is identical with the Theil index long employed in economics to measure inequality in the distribution of wealth or income, or in ecology to measure the distribution of biomass or reproductive fitness. Besides Congressional apportionment, the method is also directly applicable to other multi-regional or multi-constituency legislatures, to party-list proportional voting systems used in various parliamentary elections, and similar settings, where the task is to allocate a discrete number of seats or other resources, and the primary goal is one of maximal proportionality or equity. In addition, the same entropic figure-of-merit can be used in parallel to compare different choices for the total number of representatives, and then subsequently to assess different Congressional district sizes, after seats are assigned and proposed district boundaries drawn.

Information is crucial to the function of a democratic society where well-informed citizens can make rational political decisions. While in the past political entities were primarily utilizing newspaper and later television to inform the public, with the rise of the Internet and online social media, the political arena has transformed into a more complex structure. Now, more than ever, people express themselves online while mainstream news agencies attempt to seize the power of the Internet to spread their agenda. To grasp the political coexistence of mainstream media and online social media, in this paper, we perform an analysis between these two sources of information in the context of the U.S. 2020 presidential election. In particular, we collect data during the 2020 Democratic Party presidential primaries pertaining to the candidates and by analyzing this data, we highlight similarities and differences between these two main types of sources, detect the potential impact they have on each other, and understand how this impact relationship can change over time. To supplement these two main sources and to establish a baseline, we also include Google Trends search results and Polling results for each of the candidates that are being analyzed.

Calculations of entropy fluxes and production rate have been evaluated with some success to study atmospheric processes. However, recurring questions arise as to how best to take into account entropy flux due to radiation, for example. This article r aises another kind of question: how to define the entropy of the atmosphere itself, which is composed of variable proportions of dry air (nitrogen, oxygen, argon, etc.) and water (vapour, liquid, ice). The specific values of the entropy for such a variable composition system depend on the reference values of its components. Most of the current definitions are based on entropies set at zero for dry air and liquid water at zero degrees Celsius. Differently, the third law of thermodynamics assumes that the entropy of all species cancels out for the more stable solid state at the zero of absolute temperatures. In this paper, we analyze the possible consequences of this absolute definition of entropy of moist air on the calculation of entropy fluxes. The impacts of moisture are significant and these new calculation methods seem to be able to modify the budgets of atmospheric entropy, with possible impacts on the nature of the equilibrium of the atmosphere resulting from entropic imbalances induced by radiations.
The second law of classical thermodynamics, based on the positivity of the entropy production, only holds for deterministic processes. Therefore the Second Law in stochastic quantum thermodynamics may not hold. By making a fundamental connection betw een thermodynamics and information theory we will introduce a new way of defining the Second Law which holds for both deterministic classical and stochastic quantum thermodynamics. Our work incorporates information well into the Second Law and also provides a thermodynamic operational meaning for negative and positive entropy production.
Third political parties are influential in shaping American politics. In this work we study the spread of a third party ideology in a voting population where we assume that party members/activists are more influential in recruiting new third party vo ters than non-member third party voters. The study uses an epidemiological metaphor to develop a theoretical model with nonlinear ordinary differential equations as applied to a case study, the Green Party. Considering long-term behavior, we identify three threshold parameters in our model that describe the different possible scenarios for the political party and its spread. We also apply the model to the study of the Green Partys growth using voting and registration data in six states and the District of Columbia to identify and explain trends over the past decade. Our system produces a backward bifurcation that helps identify conditions under which a sufficiently dedicated activist core can enable a third party to thrive, under conditions which would not normally allow it to arise. Our results explain the critical role activists play in sustaining grassroots movements under adverse conditions.
We consider the manipulation of multipartite entangled states in the limit of many copies under quantum operations that asymptotically cannot generate entanglement. As announced in [Brandao and Plenio, Nature Physics 4, 8 (2008)], and in stark contra st to the manipulation of entanglement under local operations and classical communication, the entanglement shared by two or more parties can be reversibly interconverted in this setting. The unique entanglement measure is identified as the regularized relative entropy of entanglement, which is shown to be equal to a regularized and smoothed version of the logarithmic robustness of entanglement. Here we give a rigorous proof of this result, which is fundamentally based on a certain recent extension of quantum Steins Lemma proved in [Brandao and Plenio, Commun. Math. 295, 791 (2010)], giving the best measurement strategy for discriminating several copies of an entangled state from an arbitrary sequence of non-entangled states, with an optimal distinguishability rate equal to the regularized relative entropy of entanglement. We moreover analyse the connection of our approach to axiomatic formulations of the second law of thermodynamics.
