We define a right Cartan-Eilenberg structure on the category of Kans combinatorial spectra, and the category of sheaves of such spectra, assuming some conditions. In both structures, we use the geometric concept of homotopy equivalence as the strong equivalence. In the case of sheaves, we use local equivalence as the weak equivalence. This paper is the first step in a larger-scale program of investigating sheaves of spectra from a geometric viewpoint.

We use the theory of localizations of $infty$-categories as a technical tool: we contribute to this theory an $infty$-categorical analogue of Days reflection theorem about closed symmetric monoidal structures on localizations, and we prove that for a smashing localization $L$ of the $infty$-category of presentable $infty$-categories, the free $L$-local presentable $infty$-category on a small simplicial set $K$ is given by presheaves on $K$ valued on the $L$-localization of the $infty$-category of spaces. If $X$ is a pointed space, a map $g: Ato B$ of $E_infty$-ring spectra satisfies $X$-base change if $Xotimes B$ is the pushout of $Ato Xotimes A$ along $g$. Building on a result of Mathew, we prove that if $g$ is etale then it satisfies $X$-base change provided $X$ is connected. We also prove that $g$ satisfies $X$-base change provided the multiplication map of $B$ is an equivalence. Finally, we prove that, under some hypotheses, the Thom isomorphism of Mahowald cannot be an instance of $S^0$-base change.

We show how to construct a Gamma-bicategory from a symmetric monoidal bicategory, and use that to show that the classifying space is an infinite loop space upon group completion. We also show a way to relate this construction to the classic Gamma-cat egory construction for a bipermutative category. As an example, we use this machinery to construct a delooping of the K-theory of a bimonoidal category as defined by Baas-Dundas-Rognes.

We construct a weak representation of the category of framed affine tangles on a disjoint union of triangulated categories ${mathcal D}_{2n}$. The categories we use are that of coherent sheaves on Springer fibers over a nilpotent element of $sl_{2n}$ with two equal Jordan blocks. This representation allows us to enumerate the irreducible objects in the heart of the exotic $t$-structure on ${mathcal D}_{2n}$ by crossingless matchings of $2n$ points on a circle. We also describe the algebra of endomorphisms of the direct sum of the irreducible objects.
We consider categories of generalized perverse sheaves, with relaxed constructibility conditions, by means of the process of gluing $t$-structures and we exhibit explicit abelian categories defined in terms of standard sheaves categories which are eq uivalent to the former ones. In particular, we are able to realize perverse sheaves categories as non full abelian subcategories of the usual bounded complexes of sheaves categories. Our methods use induction on perversities. In this paper, we restrict ourselves to the two-strata case, but our results extend to the general case.
