We consider a different power counting in potential NRQCD by incorporating the static potential exactly in the leading order Hamiltonian. We compute the leading relativistic corrections to the inclusive electromagnetic decay ratios in this new scheme. The effect of this new power counting is found to be large (even for top). We produce an updated value for the $eta_b$ decay to two photons. This scheme also brings consistency between the weak coupling computation and the experimental value of the charmonium decay ratio.

Using the non-relativisitc reduction of Coulomb gauge QCD we compute spectrum of the low mass hybrid mesons containing a heavy quark-antiquark pair. The gluon degrees of freedom are treated in the mean field approximation calibrated to the gluelump s pectrum. We discuss the role of the non-abelian nature of the QCD Coulomb interaction in the ordering of the spin-parity levels.
In the paper, the inclusive production of heavy quarkonium $eta_Q$ ($Q=b$ or $c$) via $Z$ boson decays within the framework of nonrelativistic QCD (NRQCD) effective theory are studied. The contributions from the leading color-singlet and color-octet Fock states are considered. Total and differential decay widths for the inclusive decays $Z to eta_c+X$ and $Z to eta_b+X$ are presented. It is found that the decay $Zto eta_Q +X$ is dominated by the $^3S_1^{[8]}$ component, so the decays can be inversely adopted to determine the values of the long-distance matrix elements $langle {cal O}^{eta_{c}}(^{3}S_{1}^{[8]})rangle$ and $langle {cal O}^{eta_{b}}(^{3}S_{1}^{[8]})rangle$ respectively. The numerical results show that at an $e^+e^-$ collider running at the $Z$ pole with a high luminosity around $10^{35}{rm cm}^{-2}{rm s}^{-1}$ (a super $Z$ factory), there are about $4.5times 10^7$ $eta_c$ meson events and $6.2times 10^5$ $eta_b$ meson events to be produced per operation year, and the inclusive decays may be used for clarifying some problems on the heavy quarkonium $eta_Q$ and NRQCD.
We have used the latest data from the ALEPH Collaboration to extract values for QCD condensates up to dimension d=12 in the V-A channel and up to dimension d=8 in the V, A and V+A channels. Performing 2- and 3-parameter fits, we obtain new results fo r the correlations of condensates. The results are consistent among themselves and agree with most of the previous results found in the literature.
We have studied the charmonium and bottomonium hybrid states with various $J^{PC}$ quantum numbers in QCD sum rules. At leading order in $alpha_s$, the two-point correlation functions have been calculated up to dimension six including the tri-gluon c ondensate and four-quark condensate. After performing the QCD sum rule analysis, we have confirmed that the dimension six condensates can stabilize the hybrid sum rules and allow the reliable mass predictions. We have updated the mass spectra of the charmonium and bottomonium hybrid states and identified that the negative-parity states with $J^{PC}=(0, 1, 2)^{-+}, 1^{--}$ form the lightest hybrid supermultiplet while the positive-parity states with $J^{PC}=(0, 1)^{+-}, (0, 1, 2)^{++}$ belong to a heavier hybrid supermultiplet.

We summarize recently improved results for the pseudoscalar [1,2] and vector [3] meson decay constants and their ratios from QCD spectral sum rules where N2LO + estimate of the N3LO PT and power corrections up to d< 6 dimensions have been included in the SVZ expansion. The optimal results based on stability criteria with respect to the variations of the Laplace/Moments sum rule variables, QCD continuum threshold and subtraction constant mu are compared with recent sum rules and lattice calculations. To understand the apparent tension between some recent results for f_B*/f_B, we present in Section 8 a novel extraction of this ratio from heavy quark effective theory (HQET) sum rules by including the normalization factor (M_b/M_B)^2 relating the pseudoscalar to the universal HQET correlators for finite b-quark and B-meson masses. We obtain f_B*/f_B=1.025(16) in good agreement with the one 1.016(16) from (pseudo)scalar sum rules in full QCD [3]. We complete the paper by including new improved estimates of the scalar, axial-vector and B^*_c meson decays constants (Sections 11-13). For further phenomenological uses, we attempt to extract a Global Average of different sum rules and lattice determinations of the decay constants which are summarized in Tables 2-6. We do not found any deviation of these SM results from the present data.
