We investigate the effects of (Curvature)$^{2}$- and (Torsion)$^{2}$- terms in the Einstein-Hilbert-Chern-Simons Lagrangian. We define and discuss classical and quantum gravity in 2+1 dimensions in the Galilean limit. Although there are no Newtonian forces between massive objects in (2+1)-dimensional gravity, the Galilean limit is not trivial. Depending on the topology of spacetime there are typically finitely many topological degrees of freedom as well as topological interactions of Aharonov-Bohm type between massive objects. In order to capture these topological aspects we consider a two-fold central extension of the Galilei group whose Lie algebra possesses an invariant and non-degenerate inner product. Using this inner product we define Galilean gravity as a Chern-Simons theory of the doubly-extended Galilei group. The particular extension of the Galilei group we consider is the classical double of a much studied group, the extended homogeneous Galilei group, which is also often called Nappi-Witten group. We exhibit the Poisson-Lie structure of the doubly extended Galilei group, and quantise the Chern-Simons theory using a Hamiltonian approach. Many aspects of the quantum theory are determined by the quantum double of the extended homogenous Galilei group, or Galilei double for short. We study the representation theory of the Galilei double, explain how associated braid group representations account for the topological interactions in the theory, and briefly comment on an associated non-commutative Galilean spacetime.
We compute the full contribution of flavor and (or) Lorentz anomalies to the thermodynamic partition function. Apart from the Wess-Zumino consistency condition the Euclidean generating function must satisfy an extra requirement which we refer to as ` consistency with the Euclidean vacuum. The latter requirement fixes all Chern-Simons terms that arise in a particular Kaluza-Klein reduction of the theory. The solution to both conditions may be encoded in a `thermal anomaly polynomial which we compute. Our construction fixes all the thermodynamic response parameters of a hydrodynamic theory associated with anomalies.

It is shown that in all odd dimensional Chern-Simons theories states in which the torsion is non zero (but it can approach smoothly to zero outside suitable regions) do exist. Some possible observational effects related to neutrino oscillations are p ointed out. In the theory of continuum media (in which suitable defects can be described by localized non vanishing torsion) the gravitational intuition is a rather useful tool to describe the physical effects of such defects. A possible astrophysical application is shortly described.

In the vicinity of points in Calabi-Yau moduli space where there are degenerating three-cycles the low energy effective action of type IIA string theory will contain significant contributions arising from membrane instantons that wrap around these th ree-cycles. We show that the world-volume description of these instantons is Chern-Simons theory.
