In 1974, Robert Caro published The Power Broker, a critical biography of Robert Mosess dictatorial tenure as the master builder of mid-century New York. Moses profoundly transformed New Yorks urban fabric and transportation system, producing the Brooklyn Battery Tunnel, the Verrazano Narrows Bridge, the Westside Highway, the Cross-Bronx Expressway, the Lincoln Center, the UN headquarters, Shea Stadium, Jones Beach State Park and many other projects. However, The Power Broker did lasting damage to his public image and today he remains one of the most controversial figures in city planning history. On August 26, 1974, Moses issued a turgid 23-page statement denouncing Caros work as full of mistakes, unsupported charges, nasty baseless personalities, and random haymakers. Mosess original typewritten statement survives today as a grainy photocopy in the New York City Parks Department archive. To better preserve and disseminate it, I have extracted and transcribed its text using optical character recognition and edited the result to correct errors. Here I compile my transcription of Mosess statement, alongside Caros reply to it.

The transition to a low-carbon economy is one of the ambitions of the European Union for 2030. Biobased industries play an essential role in this transition. However, there has been an on-going discussion about the actual benefit of using biomass to produce biobased products, specifically the use of agricultural materials (e.g., corn and sugarcane). This paper presents the environmental impact assessment of 30% and 100% biobased PET (polyethylene terephthalate) production using EU biomass supply chains (e.g., sugar beet, wheat, and Miscanthus). An integral assessment between the life cycle assessment methodology and the global sensitivity assessment is presented as an early-stage support tool to propose and select supply chains that improve the environmental performance of biobased PET production. From the results, Miscanthus is the best option for the production of biobased PET: promoting EU local supply chains, reducing greenhouse gas (GHG) emissions (process and land-use change), and generating lower impacts in midpoint categories related to resource depletion, ecosystem quality, and human health. This tool can help improving the environmental performance of processes that could boost the shift to a low-carbon economy.

In the Paris agreement of 2015, it was decided to reduce the CO2 emissions of the energy sector to zero by 2050 and to restrict the global mean temperature increase to 1.5 degree Celcius above the pre-industrial level. Such commitments are possible only with practically CO2-free power generation based on variable renewable technologies. Historically, the main point of criticism regarding renewable power is the variability driven by weather dependence. Power-to-X systems, which convert excess power to other stores of energy for later use, can play an important role in offsetting the variability of renewable power production. In order to do so, however, these systems have to be scheduled properly to ensure they are being powered by low-carbon technologies. In this paper, we introduce a graphical approach for scheduling power-to-X plants in the day-ahead market by minimizing carbon emissions and electricity costs. This graphical approach is simple to implement and intuitively explain to stakeholders. In a simulation study using historical prices and CO2 intensity for four different countries, we find that the price and CO2 intensity tends to decrease with increasing scheduling horizon. The effect diminishes when requiring an increasing amount of full load hours per year. Additionally, investigating the trade-off between optimizing for price or CO2 intensity shows that it is indeed a trade-off: it is not possible to obtain the lowest price and CO2 intensity at the same time.
We propose a general methodology to measure labour market dynamics, inspired by the search and matching framework, based on the estimate of the transition rates between labour market states. We show how to estimate instantaneous transition rates starting from discrete time observations provided in longitudinal datasets, allowing for any number of states. We illustrate the potential of such methodology using Italian labour market data. First, we decompose the unemployment rate fluctuations into inflow and outflow driven components; then, we evaluate the impact of the implementation of a labour market reform, which substantially changed the regulations of temporary contracts.

One important dimension of Conditional Cash Transfer Programs apart from conditionality is the provision of continuous frequency of payouts. On the contrary, the Apni Beti Apna Dhan program, implemented in the state of Haryana in India from 1994 to 1998 offers a promised amount to female beneficiaries redeemable only after attaining 18 years of age if she remains unmarried. This paper assesses the impact of this long-term financial incentivization on outcomes, not directly associated with the conditionality. Using multiple datasets in a triple difference framework, the findings reveal a significant positive impact on years of education though it does not translate into gains in labor participation. While gauging the potential channels, we did not observe higher educational effects beyond secondary education. Additionally, impact on time allocation for leisure, socialization or self-care, age of marriage beyond 18 years, age at first birth, and post-marital empowerment indicators are found to be limited. These evidence indicate failure of the program in altering the prevailing gender norms despite improvements in educational outcomes. The paper recommends a set of complementary potential policy instruments that include altering gender norms through behavioral interventions skill development and incentives to encourage female work participation.
