We present RXTE monitoring of the eclipsing X-ray binary Hercules X-1 conducted over the short-high state of July 1998. This was one of the last major short-high states before the source entered an anomalous low-state of activity. A comparison with previous epochs finds no evidence for special behavior during these observations. We determine orbital and pulsar spin periods to facilitate measurements period derivatives during the subsequent anomalous low state and during the next epoch of high-state activity. We present results of a 5.7 day duration BeppoSAX observation of the short-on state of Her X-1 and a short observation during the decline of the preceding main-on state. The 0.1-10 keV spectra can be fit with a power-law and blackbody model together with Fe emission features at 1.0 keV and 6.5 keV. During the later stages of the short-on state there are long intervals when the absorption is $approxgt$$5 times 10^{22}$ atom cm$^{-2}$. These intervals become longer and occur ~0.3 day earlier in each orbital cycle as the short-on state progresses. During the intervals of high absorption the 0.1 keV blackbody is still clearly detected. This may indicate the presence of separate scattered and absorbed spectral components, although other explanations such as partial covering or a partially ionized absorber cannot be excluded. During the rest of the short-on state the ratio of flux in the blackbody compared to the power-law is consistent with that in the main-on state. This supports the view that much of the 35 day modulation is caused by an energy independent process, such as electron scattering. The discovery of strong absorption late in the short-on state is consistent with the predictions of the warped disk model (Petterson 1977, see also Schandl & Meyer 1994) where the end of the short-on state is caused by the accretion disk moving into the line of sight to the neutron star. The pulse phase difference between the blackbody and the power-law maxima is 250 +/- 20 degrees in both observations (separated by 0.43 of a 35 day cycle). This constant phase difference is consistent with the blackbody originating at the inner edge of a precessing accretion disk.
We present an analysis of the RXTE observations of 4U 1630-47 during its outburst of 1998. The light curve and the spectral evolution of the outburst were distinctly different from the outbursts of the same source in 1996 and in 1999. Special emphasi s of our analysis was on the observations taken during the initial rise of the flux and during the maximum of the outburst. The maximum of the outburst was divided into three plateaus, with almost constant flux within each plateau, and fast jumps between them. The spectral and timing parameters are stable for each individual plateau, but distinctly different between the plateaus. The variability detected on the first plateau is of special interest. During these observations the source exhibits quasi-regular modulations with period of ~10 - 20 s. Our analysis revealed significant differences in spectral and temporal behavior of the source at high and low fluxes during this period of time. The source behavior can be generally explained in the framework of the two-phase model of the accretion flow, involving a hot inner comptonization region and surrounding optically thick disk. The variability and spectral evolution of the source were similar to what was observed earlier for other X-ray Novae. We show that 4U 1630-47 has a variety of properties which are typical for Galactic black hole binaries, both transient and persistent. We argue that this system may be an intermediate case between different groups of black hole candidates.

The cyclotron line in the spectrum of the accretion-powered pulsar Her X-1 offers an opportunity to assess the ability of the BATSE Spectroscopy Detectors (SDs) to detect lines like those seen in some GRBs. Preliminary analysis of an initial SD pulsa r mode observation of Her X-1 indicated a cyclotron line at an energy of approximately 44 keV, rather than at the expected energy of approximately 36 keV. Our analysis of four SD pulsar mode observations of Her X-1 made during high-states of its 35 day cycle confirms this result. We consider a number of phenomenological models for the continuum spectrum and the cyclotron line. This ensures that we use the simplest models that adequately describe the data, and that our results are robust. We find modest evidence (significance Q ~ 10^-4-10^-2) for a line at approximately 44 keV in the data of the first observation. Joint fits to the four observations provide stronger evidence (Q ~ 10^-7-10^-4) for the line. Such a shift in the cyclotron line energy of an accretion-powered pulsar is unprecedented.

We present the results from the RXTE observations of Cygnus X-1 in its high state. In the energy range of 2-200 keV, the observed X-ray spectrum can be described by a model consisting of a soft blackbody component and a broken power-law with a high e nergy cutoff. The low energy spectrum (below about 11 keV) varies significantly from observation to observation while the high energy portion changes little. The X-ray flux varies on all timescales down to milliseconds. The power density spectrum (PDS) can be characterized by excess red noise (``1/f) at low frequencies and a white noise component that extends to 1-3 Hz before being cut off. At higher frequencies, the PDS becomes power-law again, with a slope of roughly -2 (i.e., ``1/f^2). Broad peaks in the range of 3-9 Hz are present, and might be due to quasi-periodic oscillations. The PDS shows interesting spectral dependence: the 1/f component becomes more prominent when the low-energy spectrum becomes softer. The difference in the observed spectral and timing properties between the low and high states is qualitatively consistent with a simple ``fluctuating corona model.
(Shortened) Ultraviolet observations of the black hole X-ray binary Cygnus X-1 were obtained using the STIS on HSTubble. We detect P Cygni line features show strong, broad absorption components when the X-ray source is behind the companion star and n oticeably weaker absorption when the X-ray source is between us and the companion star. We fit the P Cygni profiles using the SEI method applied to a spherically symmetric stellar wind subject to X-ray photoionization from the black hole. The Si IV doublet provides the most reliable estimates of the parameters of the wind and X-ray illumination. The velocity $v$ increases with radius $r$ according to $v=v_infty(1-r_star/r)^beta$, with$betaapprox0.75$ and $v_inftyapprox1420$ km s$^{-1}$.The microturbulent velocity was $approx160$ km s$^{-1}$. Our fit implies a ratio of X-ray luminosity to wind mass-loss rate of L$_{X,38}/dot M_{-6} approx 0.33$, measured at $dot M_{-6}$ = 4.8. Our models determine parameters that may be used to estimate the accretion rate onto the black hole and independently predict the X-ray luminosity. Our predicted L$_x$ matches that determined by contemporaneous RXTE ASM remarkably well, but is a factor of 3 lower than the rate according to Bondi-Hoyle-Littleton spherical wind accretion. We suggest that some of the energy of accretion may go into powering a jet.
