This paper reports on the NTIRE 2021 challenge on perceptual image quality assessment (IQA), held in conjunction with the New Trends in Image Restoration and Enhancement workshop (NTIRE) workshop at CVPR 2021. As a new type of image processing technology, perceptual image processing algorithms based on Generative Adversarial Networks (GAN) have produced images with more realistic textures. These output images have completely different characteristics from traditional distortions, thus pose a new challenge for IQA methods to evaluate their visual quality. In comparison with previous IQA challenges, the training and testing datasets in this challenge include the outputs of perceptual image processing algorithms and the corresponding subjective scores. Thus they can be used to develop and evaluate IQA methods on GAN-based distortions. The challenge has 270 registered participants in total. In the final testing stage, 13 participating teams submitted their models and fact sheets. Almost all of them have achieved much better results than existing IQA methods, while the winning method can demonstrate state-of-the-art performance.

This paper reviews the first NTIRE challenge on quality enhancement of compressed video, with a focus on the proposed methods and results. In this challenge, the new Large-scale Diverse Video (LDV) dataset is employed. The challenge has three tracks. Tracks 1 and 2 aim at enhancing the videos compressed by HEVC at a fixed QP, while Track 3 is designed for enhancing the videos compressed by x265 at a fixed bit-rate. Besides, the quality enhancement of Tracks 1 and 3 targets at improving the fidelity (PSNR), and Track 2 targets at enhancing the perceptual quality. The three tracks totally attract 482 registrations. In the test phase, 12 teams, 8 teams and 11 teams submitted the final results of Tracks 1, 2 and 3, respectively. Motion blur is a common photography artifact in dynamic environments that typically comes jointly with the other types of degradation. This paper reviews the NTIRE 2021 Challenge on Image Deblurring. In this challenge report, we describe the challeng e specifics and the evaluation results from the 2 competition tracks with the proposed solutions. While both the tracks aim to recover a high-quality clean image from a blurry image, different artifacts are jointly involved. In track 1, the blurry images are in a low resolution while track 2 images are compressed in JPEG format. In each competition, there were 338 and 238 registered participants and in the final testing phase, 18 and 17 teams competed. The winning methods demonstrate the state-of-the-art performance on the image deblurring task with the jointly combined artifacts.
This paper reviews the NTIRE 2020 challenge on perceptual extreme super-resolution with focus on proposed solutions and results. The challenge task was to super-resolve an input image with a magnification factor 16 based on a set of prior examples of low and corresponding high resolution images. The goal is to obtain a network design capable to produce high resolution results with the best perceptual quality and similar to the ground truth. The track had 280 registered participants, and 19 teams submitted the final results. They gauge the state-of-the-art in single image super-resolution.
Image quality assessment (IQA) is the key factor for the fast development of image restoration (IR) algorithms. The most recent IR methods based on Generative Adversarial Networks (GANs) have achieved significant improvement in visual performance, bu t also presented great challenges for quantitative evaluation. Notably, we observe an increasing inconsistency between perceptual quality and the evaluation results. Then we raise two questions: (1) Can existing IQA methods objectively evaluate recent IR algorithms? (2) When focus on beating current benchmarks, are we getting better IR algorithms? To answer these questions and promote the development of IQA methods, we contribute a large-scale IQA dataset, called Perceptual Image Processing Algorithms (PIPAL) dataset. Especially, this dataset includes the results of GAN-based methods, which are missing in previous datasets. We collect more than 1.13 million human judgments to assign subjective scores for PIPAL images using the more reliable Elo system. Based on PIPAL, we present new benchmarks for both IQA and super-resolution methods. Our results indicate that existing IQA methods cannot fairly evaluate GAN-based IR algorithms. While using appropriate evaluation methods is important, IQA methods should also be updated along with the development of IR algorithms. At last, we improve the performance of IQA networks on GAN-based distortions by introducing anti-aliasing pooling. Experiments show the effectiveness of the proposed method.
This paper reviews the NTIRE 2020 challenge on video quality mapping (VQM), which addresses the issues of quality mapping from source video domain to target video domain. The challenge includes both a supervised track (track 1) and a weakly-supervise d track (track 2) for two benchmark datasets. In particular, track 1 offers a new Internet video benchmark, requiring algorithms to learn the map from more compressed videos to less compressed videos in a supervised training manner. In track 2, algorithms are required to learn the quality mapping from one device to another when their quality varies substantially and weakly-aligned video pairs are available. For track 1, in total 7 teams competed in the final test phase, demonstrating novel and effective solutions to the problem. For track 2, some existing methods are evaluated, showing promising solutions to the weakly-supervised video quality mapping problem.
