Calibration with confidence: A principled method for panel assessment

Frequently, a set of objects has to be evaluated by a panel of assessors, but not every object is assessed by every assessor. A problem facing such panels is how to take into account different standards amongst panel members and varying levels of confidence in their scores. Here, a mathematically-based algorithm is developed to calibrate the scores of such assessors, addressing both of these issues. The algorithm is based on the connectivity of the graph of assessors and objects evaluated, incorporating declared confidences as weights on its edges. If the graph is sufficiently well connected, relative standards can be inferred by comparing how assessors rate objects they assess in common, weighted by the levels of confidence of each assessment. By removing these biases, true values are inferred for all the objects. Reliability estimates for the resulting values are obtained. The algorithm is tested in two case studies, one by computer simulation and another based on realistic evaluation data. The process is compared to the simple averaging procedure in widespread use, and to Fishers additive incomplete block analysis. It is anticipated that the algorithm will prove useful in a wide variety of situations such as evaluation of the quality of research submitted to national assessment exercises; appraisal of grant proposals submitted to funding panels; ranking of job applicants; and judgement of performances on degree courses wherein candidates can choose from lists of options.

Consider panel data modelled by a linear random intercept model that includes a time-varying covariate. Suppose that we have uncertain prior information that this covariate is exogenous. We present a new confidence interval for the slope parameter th at utilizes this uncertain prior information. This interval has minimum coverage probability very close to its nominal coverage. Let the scaled expected length of this new confidence interval be its expected length divided by the expected length of the confidence interval, with the same minimum coverage, constructed using the fixed effects model. A mixture of a distribution of responses from untreated patients and a shift of that distribution is a useful model for the responses from a group of treated patients. The mixture model accounts for the fact that not all the patients in the treated g roup will respond to the treatment and consequently their responses follow the same distribution as the responses from untreated patients. The treatment effect in this context consists of both the fraction of the treated patients that are responders and the magnitude of the shift in the distribution for the responders. How might one test the hypothesis that graphs were sampled from the same distribution? Here, we compare two statistical tests that address this question. In this paper, we propose a varying coefficient panel data model with unobservable multiple interactive fixed effects that are correlated with the regressors. We approximate each coefficient function by B-spline, and propose a robust nonlinear iterat ion scheme based on the least squares method to estimate the coefficient functions of interest. We also establish the asymptotic theory of the resulting estimators under certain regularity assumptions, including the consistency, the convergence rate and the asymptotic distribution. Furthermore, we develop a least squares dummy variable method to study an important special case of the proposed model: the varying coefficient panel data model with additive fixed effects. To construct the pointwise confidence intervals for the coefficient functions, a residual-based block bootstrap method is proposed to reduce the computational burden as well as to avoid the accumulative errors. Simulation studies and a real data analysis are also carried out to assess the performance of our proposed methods.

In this study, we develop a novel estimation method of the quantile treatment effects (QTE) under the rank invariance and rank stationarity assumptions. Ishihara (2020) explores identification of the nonseparable panel data model under these assumpti ons and propose a parametric estimation based on the minimum distance method. However, the minimum distance estimation using this process is computationally demanding when the dimensionality of covariates is large. To overcome this problem, we propose a two-step estimation method based on the quantile regression and minimum distance method. We then show consistency and asymptotic normality of our estimator. Monte Carlo studies indicate that our estimator performs well in finite samples. Last, we present two empirical illustrations, to estimate the distributional effects of insurance provision on household production and of TV watching on child cognitive development.
